Background: The City has received a petition requesting the closure of Broadmoor Boulevard north of 30`h Street. Residents of Broadmoor Boulevard between 30`h Street and Marshall Boulevard are requesting the closure in order to resolve several concerns within their area, as follows: • Speeding • Congestion • General Safety of Traffic /Pedestrians in the neighborhood • Abandoned vehicles The Traffic Safety Committee reviewed a similar request approximately seven years ago and recommended against the closure primarily due to concerns over response times by emergency vehicles. Additionally, the thirteen hundred feet cul -de -sac that would be created by the closure is in violation of the Development Code as it exceeds the maximum allowable length of 500 feet. The Traffic Safety Committee reviewed this issue again on June 9, 1999. Invitations were sent to f all of the residents /property owners of Broadmoor Boulevard between 30`' Street and 34`h Street [ and all residents /property owners of Parkside Drive between 30`h Street and Marshall Boulevard. Staff received twenty -five written responses. Eight (8) responses are in favor of the closure, six (6) are against the closure and eleven (11) expressed some concern with the requested closure. The following facts were presented at the Traffic Safety Committee meeting: • A speed check was taken on Broadmoor Boulevard between 30' Street and Marshall Boulevard and it was found that critical speed is 37 m.p.h. and the average speed is 31 m.p.h. • A speed check was also completed on Parkside Drive between 30"' Street and Marshall Boulevard after the Committee meeting. The critical speed was measured at 36 m.p.h. and the average speed at 33 m.p.h. • Staff also requested input from other City departments relative to this matter. The Police and Fire Departments are against full closure, mostly due to concerns over increasing response times in case of emergency. The Fire Department is particularly concerned since some homes in this area were built under previous codes that allowed closer setbacks and wood shingle roofs. There are also small capacity fire hydrants in this area. Delays in response time to a fire could lead to catastrophic results. Traffic counts are as follows: • Broadmoor Boulevard north of 30`'' Street: 748 • Broadmoor Boulevard south of Marshall Blvd: 535 • Parkside Drive north of 30 "' Street : 1,744 • 30`" Street at Broadmoor Boulevard: 10,934 The Traffic Engineer offered a partial closure alternative that allows "right -out" only on Broadmoor Boulevard at 30`h Street. However, this configuration, or any other restriction imposed at 30`h Street will negatively impact Parkside Drive, which already carries more traffic than Broadmoor Boulevard and is narrower. From the public input, as well as the City's evaluation, closing off Broadmoor Boulevard would create and shift problems to other neighboring locations. For example, all of the northbound traffic that currently enters Broadmoor Boulevard would be diverted to Parkside Drive, Waterman Avenue, and 34`' Street. This would create a negative traffic impact on these locations, in addition to inconveniencing residents who would need to drive the extra blocks. Several suggestions were made at the meeting to restrict certain movements at Parkside Drive and 30' Street. Any restriction to Parkside Drive would not be viable, since it is the main access to the Arrowhead Country Club located within this area. The country club expressed strong opposition to any restriction that would affect their access. It is the recommendation of staff that the request to close Broadmoor Boulevard at 30`h Street be denied and that no action be taken relative to this request. Traffic counts on Broadmoor Boulevard are not considered high for this type of road, and speeds were not measured particularly high. Additionally, the requested closure would not totally eliminate the problems associated with abandoned vehicles. Furthermore, the Committee felt that any "non traffic safety" issues could be dealt with by other means. The closure would also result in a reduction of response times by emergency services. Additionally, it is the opinion of staff that any closure, partial or complete, would cause a negative traffic impact on other streets in the area. The Traffic Safety Committee again reviewed this issue on August 11, 1999 and concurred with the findings and recommendations of staff, and therefore recommended that the request to close Broadmoor Boulevard at 30' Street be denied. Financial Impact: There is no financial impact. If one car going 30 mph, once a week and three cars on the street at tha same time constitutes a speeding and congestion problem, then we need to close all of the streets in San Bernardino. Before we go jumping into something that is not a problem and spends lots of money and inconvenience the WHOLE neighborhood, let's make certain that a problem really exists that can't be corrected by an occasional speed trap set up by the Police Dept. During that period we have experienced a marked increase in the traffic on our street, particularly since the completion of Interstate 30 from Redlands. The residents on Broadmoor have a legitimate gripe, but their problem is comparatively minor compared to ours. Parkside is closer to the westbound Waterman Avenue off ramp from Interstate 30, and commuters find our street much easier to access since the right freeway exit lane is not backed up as frequently as the left lane. Aggressive drivers cut across the southbound Parkside lane at the stop sign of Parkside and 30th Street, and we, and all of our neighbors have experienced near head -on collisions since the corner is obstructed by large shrubs. Regular commuters, mostly from Interstate 30 to the the mountains, have discovered Parkside Drive as an attractive alternative to Waterman Avenue, we assume because Parkside goes through to 40th Street, whereas Broadmoor ends at Parkdale, requiring the commuter to turn to Waterman Avenue below the 40th Street traffic signal. At nighttime, these same or other aggressive drivers regularly run the stop signs at Marshell Boulevard and 34th Street at high rates of speed. Some of them are brazen enough to do the same southbound during the morning commute. The perimeter of Arrowhead Country Club golf course attracts most of the walkers and joggers that frequent our neighborhood. I walk almost daily, and I know most of the people who take the course around Parkside, Parkdale, Marshall, Pepper Tree Lane; 30th. Street to Country Club Lane and back to Parkside. I occasionally walk on Broadmoor and almost never encounter any other walkers. Although Parkside is more popular to walkers and joggers, traffic presents a much greater danger than that on Broadmoor because of Parkside's narrowness and lack of sidewalks for most of the length of the golf course. J Michael E. Hayes Page 2 We have noted that traffic counters have been placed at various neighborhood locations in the past few weeks, and we trust that you have already learned what we a know. Parkside Drive and Valencia Avenue have the real problems. The traffic on Valencia moves at freeway speeds, destroying the peace and ambiance of one of our finest and formerly most stable neighborhoods. We counted over 200 cars passing our house Northbound on Parkside between 5:00 and 6:15 PM on Friday, May 14th. The thought of exacerbating this problem by closure of Broadmoor is, at first, frightening, until we look at how relatively minor the Broadmoor traffic problem is. The total of the diverted traffic would hardly be noticeable added to our current Parkside problem. We don't want to complain without offering some solutions. The preferable solution, in our opinion, is to close both Parkside and Broadmoor at 30th Street. This would make Marshall Blvd. the primary access to the area for residents entering from the South, and would not seriously impair emergency access. Both the Parkside and Broadmoor routes would be made less desirable for commuters. Country Club Lane provides additional emergency access to the area. Should closing both streets not be feasible, the following alternative measures might be considered: Provide two left turn lanes at the Waterman off ramp at 30th. Street to afford more opportunity for commuters to make a left turn to Waterman Avenue. 2 Provide two right turn lanes from 30th Street to Waterman Avenue North. 3 Provide a barrier curb in the 30th Street left turn lane to prevent vehicles turning Northbound on Parkside from Eastbound 30th. Street from cutting their left turn short and endangering Southbound traffic at the intersection. 4 Provide speed bumps at all boulevard stops of both Parkside and Broadmoor, and strategically on Valencia, to discourage fast traffic. 5 Replace missing speed limit signs and enforce the speed limit. Another alternative to consider, should you determine that Broadmoor should be closed, would be to make Parkside a one way street from Marshall southbound, since most of our intruding traffic is northbound. Michael E. Hayes Page 3 The ultimate solution to preserving San Bernardino's finest neighborhood is to build the Harrison Canyon link from Interstate 30 to State 18. Our quality of life has been seriously impacted by not only the traffic on our residential streets, but also the noise and dirt.from both the freeway and Waterman Avenue. When we sweep our patios, we find mostly tire and brake pad dust. The noise pollution from the freeway is inescapable; but the traffic on Waterman and Valencia could be slowed down to reduce noise, danger and dust. We wish to respond to the two issues mentioned that may be considered as negative impacts. The first issue stated was diverting traffic to other neighborhoods. The main function of the 30'/Waterman freeway offramp is to deliver people to an area where they can travel north toward the mountain areas. The majority of cars make left turns off the offramp towards Waterman'. The traffic light backs up the traffic on 30`h street, which causes people to take a shortcut up Broadmoor Blvd. People do not naturally make right turns to enter Highway 18. We don't believe closure of Broadmoor Blvd. will cause people to start making right turns to divert to other neighborhoods. It would only cost drivers extra commuting time to do so. The second issue is the increased response time of emergency vehicles. Broadmoor is two laned and provides a large turn around space at the end of the street. Many newly developed areas including the Shandin Hills/Kendall area have cul -de -sacs that involve more winding roads and only one entry /outlet. Broadmoor has two usable lanes that can hold emergency traffic ingress. We have brought many issues to the attention of the city council including safety of children/pedestrians, the easy access lawbreakers have to our street, the abandoned vehicles and trash left behind from those working on vehicles. We as residents have come together and have made the decision that we must act. We feel we are losing ownership of our neighborhood. We hope that careful consi ergion will be taken. With respect to the concem of the Fire Department, the only houses on Broadmoor Blvd, whose wooden shingle roofs present a fire hazard, are - those located at 3184 and 3196 Broadmoor. These are situated. within 150 feet of Marshall Blvd. - 2. Radar speed checks on Broadmoor should be conducted at periods of greatest traffic on Waterman Avenue. That would be between the hours of 7:00 and 8:00 AM. and 4 :30 and 6:00 P.M. - - 3. Those of us who reside on the west side of Broadmoor are subjected to the nearly constant roar and [pollution of racing cars and trucks on Waterman Ave. at our back door. Vehicles who avoid that congestion by traveling at ex- cessive speed on Broadmoor are further degrading our quality of life. There is a constant threat on Broadmoor of Injury to the young and the unwary; 4. . I am retired from DoD in DC and I have owned and lived for 6 years at 3195 Broadmoor Blvd. and Marshall corner, which is also home to over 100 rose bushes and many other flowering plants in bloom -- all of which I personally hand - planted for the enjoyment of myself and all passers. Point of the above: I have literally lived outdoors 6 yrs and there is little I have not observed of the traffic. Very interesting how law- abiding the drivers have been -- but then how much speeding can you do from 30th to Marshall with a stop sign slap in front of my garden? They observe it, you bet. I have neither observed nor experienced congestion and I have often driven on Broadmoor to 30th and returned the same route. I do not consider waiting on two or three cars on 30th to turn or pass before me to be congestion. Sometimes, indeed often there are none. Correction: I have seen congestion twice and both were funerals routed by the police I presumed to relieve Waterman. *bandoned cars? Nonsense. Haven't seen one I could so identify. I have seen a few that were disabled and.were removed when fixed in short order. It happens to everybody some time. I asked my neighbor if he had seen abandoned cars. He hadn't San Bdo maintains these streets with public money, I believe. and except in cases of genuine emergency it seems to me that all of the people should be able to use them - -not just some of the people some of the time. I've neither heard of nor seen anyone who has even got his /her finger squeezed by a car door accident on the Blvd. I agree with Mssrs Hays and Lugo: closures cause negative impacts. And I'd like to add, a great deal of inconvenience to people who needed no change, and also to those who will inherit the extra traffic. Parkside is barely, very barely two lanes,(and think of all those golf balls the drivers will have to drive through with children in their cars! Somebody has excellent aim down MarshalI. I have picked up over a dozen in my own yard.) But it is particularly selfish when the instigator of a request like this uses imagined causes of its need depending on what he learns will be most likely to talk support out of the people he asks for it. I am aware that this man believes his desire to increase the value of his house at Broadmoor and 30th on a pocket handkerchief of land with a new garage door will be achieved if the Blvd is closed. When the inconveniences begin to multiply what a surprise they will be! Since I am a grandmother he tried the 'safety of children' approach on me. But how much more safety help should he need than a Blvd that has all that grass between traffic lanes on a not heavily travelled road? I believe it is high time that parents take responsibility for the care of their children and stop trying to abdicate. During that period we have experienced a marked increase in the traffic on our street, particularly since the completion of Interstate 30 from Redlands. The residents on Broadmoor have a legitimate gripe, but their problem is comparatively minor compared to ours. Parkside is closer to the westbound Waterman Avenue off ramp from Interstate 30, and commuters find our street much easier to access since the right freeway exit lane is not backed up as frequently as the left lane. Aggressive drivers cut across the southbound Parkside lane at the stop sign of Parkside and 30th Street, and we, and all of our neighbors have experienced near head -on collisions since the corner is obstructed by large shrubs. Regular commuters, mostly from Interstate 30 to the the mountains, have discovered Parkside Drive as an attractive alternative to Waterman Avenue, we assume because Parkside goes through to 40th Street, whereas Broadmoor ends at Parkdale, requiring the commuter to turn to Waterman Avenue below the 40th Street traffic signal. At nighttime, these same or other aggressive drivers regularly run the stop signs at Marshell Boulevard and 34th Street at high rates of speed. Some of them are brazen enough to do the same southbound during the morning commute. The perimeter of Arrowhead Country Club golf course attracts most of the walkers and joggers that frequent our neighborhood. I walk almost daily, and I know most of the people who take the course around Parkside, Parkdale, Marshall, Pepper Tree Lane, 30th. Street to Country Club Lane and back to Parkside. I occasionally walk on Broadmoor and almost never encounter any other walkers. Although Parkside is more popular to walkers and joggers, traffic presents a much greater danger than that on Broadmoor because of Parkside's narrowness and lack of sidewalks for most of the length of the golf course. Michael E. Hayes Page 2 We have noted that traffic counters have been placed at various neighborhood locations in the past few weeks, and we trust that you have already learned what we a know. Parkside Drive and Valencia Avenue have the real problems. The traffic on Valencia moves at freeway speeds, destroying the peace and ambiance of one of our finest and formerly most stable neighborhoods. We counted over 200 cars passing our house Northbound on Parkside between 5:00 and 6:15 PM on Friday, May 14th. The thought of exacerbating this problem by closure of Broadmoor is, at first, frightening, until we look at how relatively minor the Broadmoor traffic problem is. The total of the diverted traffic would hardly be noticeable added to our current Parkside problem. We don't want to complain without offering some solutions. The preferable solution, in our opinion, is to close both Parkside and Broadmoor at 30th Street. This would make Marshall Blvd. the primary access to the area for residents entering from the South, and would not seriously impair emergency access. Both the Parkside and Broadmoor routes would be made less desirable for commuters. Country Club Lane provides additional emergency access to the area. Should closing both streets not be feasible, the following alternative measures might be considered: ` Provide two left turn lanes at the Waterman off ramp at 30th. Street to affoE r more opportunity for commuters to make a left turn to Waterman Avenue. 2 Provide two right turn lanes from 30th Street to Waterman Avenue North. 3 Provide a_ barrier curb in the 30th Street left turn lane to prevent vehicles turning Northbound on Parkside from Eastbound 30th. Street from cutting their left turn short and endangering Southbound traffic at the intersection. 4 Provide speed bumps at all boulevard stops of both Parkside and Broadmoor, and strategically on Valencia, to discourage fast traffic. 5 Replace missing speed limit signs and enforce the speed limit. -- - --i Another alternative to consider, should you determine that Broadmoor should be close, would be to make Parkside a one way street from Marshall southbound, since most intruding traffic is northb uo nd.-- Michael E. Hayes Page 3 The ultimate solution to preserving San Bernardino's finest neighborhood is to build the Harrison Canyon link from Interstate 30 to State 18. Our quality of life has been seriously impacted by not only the traffic on our residential streets, but also the noise and dirt from both the freeway and Waterman Avenue. When we sweep our patios, we find mostly tire and brake pad dust. The noise pollution from the freeway is inescapable; but the traffic on Waterman and Valencia could be slowed down to reduce noise, danger and dust.
