Synopsis of Previous Council Action:
11/20/12 Ordinance No. MC-1382 Amended Chapter 10.52 of the San Bernardino
Municipal Code for Speed Limits.
Background:
California cities and counties are required to follow the California Vehicle Code (CVC),
Sections 22357 and 22358, to establish speed limits within their jurisdictions. The law
requires speed limits to be set by ordinance, on the basis of an Engineering and Traffic
Survey (E&T Survey). The E&T Survey provides a uniform procedure (established by
Caltrans) for setting speed limits in the State of California, thereby removing arbitrary
determinations by individual jurisdictions.
The E&T Survey limits are normally set near the 85th percentile speed for a particular
street. This speed is the speed at or below which 85% of the traffic is moving. Federal
studies of the effects of establishing, raising and lowering speed limits demonstrate that
setting the speed limit too high or too low can increase collisions. Speed limits set near
the 85 percentile of free flowing traffic are safer and produce less variance in vehicle
speeds.
Results of the E&T Survey performed on various streets are shown in Attachment A.
Included in the table are existing posted speed limits, the measured 85th percentile
speeds (known as the operating speed that drivers are moving at or below), the
recommended speed limits and the speed limit change between the existing speed limit
and the recommended speed limit. A complete copy of the E&T Survey and 24 hour
volume counts can be found in the City Clerk office for review.

The results of the Engineering and Traffic Survey indicate that 78 speed limits will
remain the same; four of the existing speed limits will be reduced by 5 mph; 20 of the
existing speed limits will be increased by 5 mph, and one segment will be increased by
10 mph.
Per State requirements, the new speed limits will be set in the Municipal Code by
amended ordinance.
