This senior position has remained vacant due to the uncertainty of the City's direction for the department and possible contracting the majority of the engineering services. It has become clear that the division should be focusing not on in-house design,but on project management and out source design to those engineering firms with far more experience/knowledge than that offered by in-house staff. As such, I believe it's time to assemble the Division's senor personnel to program and implement the new path. w • This position oversees the City's extensive CIP program of 30-40 projects in various project stages. Ms. Engineer demonstrated the technical knowledge and experience to E organize and handle multiple projects, multiple staff and multiple consulting engineering m firms. She offers extensive knowledge and experience with the special use transportation a funding sources particular to San Bernardino County. Additionally she has developed professional relationships with Cal Trans, Sanbag, and Omnitrans and understands their processes and requirements as applied to local level projects. Furthermore,Ms. Engineer has 25 plus years in the public sector,with several years in management and supervision. • The City recently recruited for the position through a competitive process and Ms. Saba Engineer was selected as the most qualified person for the job. At this time we are requesting Mr. Engineer be hired at Step 18 due to her extensive experience. The primary function of this position is inspecting all construction projects requiring a building permit, and in particular, on-site improvements relating to grading, landscaping, pavement, and accessibility requirements. Mr. Lawson has requested a transfer from the Public Works Department to the Community Development Department. He is qualified and is currently employed as a Construction Inspector II in the Public Works Department. Mr. Richard Lawson previously worked in the o a Community Development Department as a Building Inspector. He brings building and construction inspection experience to Community Development. As E such, I believe it's time to assemble the Division's senior personnel to program and implement the new path. Mr. Khodr offers extensive technical knowledge and experience in complex and basic traffic systems and operations. He demonstrated the background and experience needed to organize and handle multiple projects, multiple staff and multiple consulting engineering firms. Mr. y Khodr has 25 plus years in the private consulting sector providing services to government Q agencies,with several years in management and supervision. • The City recently recruited for the position through a competitive process and Mr. Mahmoud Khodr was selected as the most qualified person for the job.
