Public Hearings a 6A. Citv Manager Public Hearing and Request for Council Approval of the One-Year 2016-2017 Action Plan Mayor Davis opened the hearing. Mayor and Common Council of the City of San Bernardino Page 9 Packet Pg. 52 Joint Regular Meeting Minutes March 7, 2016 Brandon Mims, Deputy Director of Housing, stated that the 2016/2017 Action Plan would be presented in three separate public hearings. He said the first two hearings would focus on department projects and the third hearing would focus on public service allocations, Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG) and HOME funding, and program administration. Mr. Mims gave a PowerPoint presentation which outlined the Action Plan development process, funding distribution of how the money would be allocated to the different areas of the program, and the department projects that were highlighted for tonight's discussion. 0 N Council Member Valdivia stated that he had never heard of some of these projects and said they should have been discussed by the CDBG Committee prior to coming to the 2 Council. R L 0 Council Member Shorett recommended that a workshop be scheduled between now and N April 4,2016. c Pursuant to Resolution No. 2000-279, City Clerk Hanna administered an oath to those individuals wishing to speak on the matter that they would provide true and honest ° �a testimony. o L Q Public Comments: a Karmel Roe, Acting Chair of the CDBG Committee, stated that the HUD monies were not being put to good use. She agreed that the Mayor and Council should hold some workshops, receive input from the community, and use the money to help the poor and reduce blight. a Motion: Continue the hearing until March 21, 2016; and direct the City Manager to schedule a workshop. Mr. Mujica confirmed that Planning Commissioner Heasley voted "no," and stated that he added a condition that signs be posted to prohibit the blocking of intersections. Mr. Mujica stated that Condition of Approval No. 9 appeared on page 352 of the backup.
