Carey Davis at 1:00 p.m., Friday, April 8, 2016, in the EDA Board Room, 201 North "E" Street, San Bernardino, California. Richard. 1. CDBG Workshop IA. City Manaizer Public Hearing and Request for Council Approval of the One -Year 2016-2017 Action Plan (Continued from April 4, 2016) The hearing remained open. Clerk Hanna swore in those to provide testimony on the item. Public Comments were received from the following people: In Support Stacey Iverson, Children's Fund Ricardo Forbes, Central City Lutheran Mission Cathy Bechtel, Assistance League of San Bernardino Ian Franklin, Project Fighting Chance Sandy Bonilla, Urban Conservation Corps of the Inland Empire Kim Carter, Time for Change Joseph Williams, Youth Action Project Patty Long, Mercy House and the Homeless Access Center Barbara Babcock, San Bernardino, spoke about the need for a mobile service center for the homeless. In Opposition Karmel Roe, regarding funding of the homeless access center via ESG funds. Approved Motion: Close the hearing. RESULT: ADOPTED [7 TO 0] MOVER: James Mulvihill, Council Member, Ward 7 SECONDER: Virginia Marquez, Council Member, Ward 1 AYES: Marquez, Barrios, Shorett, Nickel, Richard, Mulvihill, John Valdivia 2. Public Comments for Items Not on the Agenda Karmel Roe, San Bernardino, spoke about the role of the Community Development Block Grant Community Advisory Committee, and said CDBG funds used for Code Enforcement are limited and questioned the use of $500,000 for restrooms at Seccombe Park and handed out her plan for the homeless. Kim Carter, San Bernardino, said Time for Change gets $358,000 annually from HUD to house chronically homeless individuals via their Homes of Hope program. She said the administration fees the city collects via HUD need to be passed through to the recipients of the grants, based on new rules. He said strategies for different types of homeless populations should be different. Barbara Babcock, San Bernardino, said the council needs to listen to the speakers rather than talk so much. 3. New Business 3A. City Attorney Request to go into Closed Session to discuss one item under conference with legal counsel with respect to anticipated litigation and significant exposure to litigation pursuant to Government Code Section 54956.9(d)(2). Approved Motion: The matter arose after the posting of the agenda and there was a need to take immediate action. Adjournment The meeting adjourned at 4:12 p.m. The next joint regular meeting of the Mayor and Common Council and the Mayor and Common Council Acting as the Successor Agency to the Redevelopment Agency is scheduled for 2:00 p.m., Monday, April 18, 2016.
