BACKGROUND: The Traffic Engineering Section has completed speed surveys on several streets throughout the city. These surveys were prompted by complaints and concerns regarding speeding on these particular streets. Those surveyed include: 2nd Street between I-215 and Arrowhead Avenue; 6th Street between "H" Street and Sierra Way; California Street between Baseline Street and Cajon Boulevard; and 40th Street between Kendall Drive and Electric Avenue. The Traffic Safety Committee reviewed the surveys and the following is the results of the surveys, along with the recommendations of staff and the committee. 1. 2nd Street between I-215 and Arrowhead Avenue - Average critical speed = 39 mph. This section of 2nd street is currently unposted, making the maximum speed limit 65 mph. Based on the critical speed, it is recommended that a speed limit of 35 mph be established along this section of 2nd Street. This action will make the speed limit consistent with the adjacent segments of 2nd Street which are already posted at 35 mph. 2. 6th Street between "H" Street and Sierra Way - Average critical speed = 37 mph. This section of 6th Street is currently unposted, making the maximum speed limit 65 mph. Based on the critical speed, it is recommended that a speed limit of 35 mph be established in this area of 6th Street. 3. California Street between Baseline Street and Cajon Boulevard - Average critical speed = 46 mph. There is currently no posted speed limit on California Street, making the maximum speed limit 55 mph. Critical speeds suggest a 45 mph speed limit, however, the street is residential in nature; there are two elementary schools facing California Street and a third one nearby. This justifies lowering the speed limit to 40 mph and that is our recommendation. The west side of California Street between Highland Avenue and Cajon Boulevard likes within the jurisdiction of the County of San Bernardino and contact with their Traffic Engineering staff indicates that they concur with our recommendation. 4. 40th Street between Kendall Drive and Electric Avenue - Average critical speed = 49 mph. The current speed limit as posted by the County is 40 mph. This is no longer valid because the characteristics of the road have changed since the last survey. Improvements were recently completed which caused most of this section of 40th Street to go from two to five lanes. Based on the critical speeds, it is recommended that a 45 mph speed limit be established in this section of 40th Street. The County has agreed with our recommendation and is in the process of seeking approval from the Board of Supervisors. FINANCIAL IMPACT: Funding for installation of the speed limit signs will come from the General Fund's Signing and Striping Materials account. This is considered a routine action and will have no significant impact to this account. OF THE SAN BERNARDINO MUNICIPAL CODE ESTABLISHING A 2 THIRTY-FIVE MILE PER HOUR SPEED LIMIT ON SECOND STREET BETWEEN THE I-215 FREEWAY AND ARROWHEAD AVENUE, A THIRTY-FIVE MILE PER 3 HOUR SPEED LIMIT ON SIXTH STREET BETWEEN "H" STREET AND SIERRA WAY, A FORTY MILE PER HOUR SPEED LIMIT ON CALIFORNIA STREET 4 BETWEEN BASE LINE STREET AND CAJON BOULEVARD, AND A FORTY-FIVE MILE PER HOUR SPEED LIMIT ON FORTIETH STREET BETWEEN KENDALL 5 DRIVE AND ELECTRIC AVENUE. 6 THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO ORDAIN AS FOLLOWS : 7 SECTION 1 .
