Thank you ESR/dp attachment 7� POSITION JUSTIFICATIONS The following are justifications for appointments, promotions and other personnel actions to be reviewed by the Mayor and Common Council at the June 15, 1998 Council meeting. CLASSIFIED GENERAL FUND 1. Electrical & HVAC Mechanic (Ripley, Shane) - Appointment FACILITIES MANAGEMENT This appointment in the Building Maintenance section is to fill a vacancy created through attrition. This vacancy has created numerous problems for the section since there is currently only one (1) Electrical &HVAC Mechanic for the entire City. There has been a significant impact on the support of air conditioning equipment maintenance while this position has been vacant. All City departments will benefit from filling this position as soon as possible. 2. Electrician I (Kelly, Kevin M.) - Appointment PUBLIC WORKS The Electrician I position is responsible for the operation and maintenance of all City- owned street lights, ballfield lighting, Seccombe Lake pumps, sewer lift stations and electrical gates within the City. Two (2) positions are budgeted and the department is attempting to fill one (1) of the vacant positions that was created when the existing staff was promoted to Traffic Signal Electrician. There is little backup for vacations and/or sick leave leaving the department and City without adequate backup for emergencies. This position is fully funded in both the current budget and the proposed budget. There is a minimum of 15% savings as the new position will begin at Step 1 while the previous person was at Step 5. Service on street complaints is presently within one day but failure to fill vacant positions could result in weeks of delay in repair of dark street lights. Additionally, the summer ball season is about to begin and maintenance of ball field lights is taking a higher priority. This position has been vacant since December 1997 and the impacts are being felt in the department. 3-5. Computer Operator (Sheikh. Shabib. Desilva. Karl & Alexander. Nicholas) - Appointments MIS MIS has only two (2) computer operators serving over 800 users. Both operators have promoted into vacant programmer positions. c� Position Justifications 6/15/98 Council Meeting Page 2 The Mayor and Common Council approved grant funding of two (2) technical support employees dedicated solely to the Police Department. These personnel actions are to fill three (3) positions. 6. Engineering Assistant II (Sepulveda. Jr.. Robert) - Promotion PUBLIC WORKS This position in the Design Section of Public Works is a designer position that is responsible for the design of Capital Improvement Projects and Plan checking operations within the City. The position is budgeted and the department is attempting to fill it by promotion. The vacant position was created when the existing staff person at the level of Engineering Assistant III retired in September 1997. The incumbent for promotion has completed an Associate's degree and is presently working on a Bachelor of Science in Engineering. This employee has also completed CADD course work, at his own expense, to improve abilities in the department. The position is fully funded in both the current budget and the proposed budget. There is a minimum of 15% savings as the incumbent will begin at Step 1 while the previous person was at Step 5. Additionally, the position was downgraded to a level II from a level III for an additional savings in costs. The Design Section has been attempting to maintain the level of productivity with the loss of three (3) positions in the last two years. This vacancy has impaired the department in completing projects since the retirement of the CE III in September 1997. The selected individual has demonstrated a willingness to learn and has attempt other duties and should be promoted. Filling of vacant positions allows the department to complete more projects, effectively compete for ISTEA and other federal/state funds and better maintain and complete the five year Capital Improvement Program. 7. Fire Cau_fain (Allen. David G.) - Promotion FIRE This is a budgeted position within the Fire Department; due to constant manning configurations, cost savings is not a factor. By promoting this individual to a Fire Captain, the department establishes a sense of permanency and continuity at the fire company level. Rather than have a different transient overtime employee filling in this position, there is a supervisor and Position Justifications 6/15/98 Council Meeting Page 3 employee who become intimately familiar with the fire district's target hazards, fire prevention inspection program, travel routes and the equipment they are in charge of and operate. By establishing the continuity and permanence within the fire company and a stronger familiarity of the fire engine district, a more efficient fire company is developed. This efficiency is passed on to the public in the area of emergency and non-emergencies services rendered. 8. Fine Engineer (Demull. Brian R.) - Promotion FIRE This is a budgeted position within the Fire Department; due to constant manning configurations, cost savings is not a factor. By promoting this individual to a Fire Engineer, the department establishes a sense of permanency and continuity at the fire company level. Robin) - Promotion FIRE Robin Stanley was hired as a Dispatcher I. When a dispatcher passes probation, that position automatically becomes a Dispatcher II position.
