Recommended motion: Approve sale of surplus 800 Mhz equipment, as listed in Attachment "A" to Nextel, Inc. for $450,000, and Authorize the County of San Bernardino to install City-owned 800 Mhz radio system upgrades provided by Nextel, Inc., as provided in Attachment "B". Description) Finance: Council Notes: .Sll�l9� 75-0262 Agenda Item No. CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Background: In 1987, San Bernardino County filed application with the Federal Communications Commission (FCC)to implement a county wide integrated public safety communications system using thirty-five 800 Mhz frequencies at five radio sites in the valley area of the County. Because there were no frequencies available, the FCC allowed the County to use "offset frequencies," which operate outside the rules of regularly assigned frequencies. Commercial interests opposed the assignment and, as a result, the FCC placed special conditions on the use of the frequencies by the County. (Note: the City's 10 channel system operates under the County license.) In 1997, the FCC reallocated the 800 Mhz radio frequencies. Nextel was the successful bidder for all 800 Mhz commercial frequencies in Southern California. Under the rules for reallocation, licensees impacted by the reallocation must be compensated by the successful bidder by providing replacement primary frequencies, as well as equipment and services to upgrade the current communications system. Nextel could, at their discretion, wait for a 3-year period to elapse and be responsible only for reprogramming City and County radio equipment. However, as an incentive to act promptly on this matter, Nextel has offered the following to the City: • Nextel will upgrade City-owned 800 Mhz equipment, currently in use, to new, state-of-the-art, digital 800 Mhz equipment. The upgrade is valued at approximately $170,000. • Nextel will purchase existing City-owned 800 Mhz surplus simulcast specific 800 Mhz equipment for $450,000. Resulting benefits to the City include: • Upgrade of old technology to new at no cost to the City. • Improved performance,speed, clarity, and overall efficiency of the City's 800 Mhz system. • County agrees to reprogram all City-owned radios at no cost to the City and will coordinate through MIS for the least downtime and impact to City operations. • County will manage the installation, testing and implementation of new City equipment in conjunction with the new County equipment at no cost to the City. • Nextel will purchase surplus City equipment for $450,000. MIS Staff Report Meeting of the Mayor and Common Council May 18, 1998 Page 2 Financial Impact: Nextel has proposed to purchase the City's surplus equipment for $450,000, and provide a new 10 channel digital 800 Mhz radio system (valued at $170,000) and reprogramming services. The funds from the sale of the surplus equipment could be used to buy down the remaining term of the lease/purchase financing of the 800 Mhz radio system, or, potentially, could be used to help balance the General Fund. It is recommended that a final decision on this matter be made as part of the Fiscal Year 98-99 budget review process, after the lease terms have been reviewed in detail. Recommendation: Staff recommends Council approve the motions authorizing the sale of surplus 800 Mhz equipment to Nextel, and authorizing the County of San Bernardino to install City owned 800 Mhz equipment upgrades provided by Nextel. Nextel Communications, Inc.,through one of its wholly-owned subsidiaries,wishes to upgrade the City's 800 MHz communications system. The City has certain equipment previously used in operation of its simulcast system which is currently unused and in storage. Nextel will purchase that equipment from the City for$450,000,and will provide additional radio system upgrades worth approximately$170,000 to the City, for a total value to the City of approximately$620,000. Nextel is making this offer in coordination with the County of San Bernardino, in order to facilitate a Frequency Exchange Agreement concluded between the County and Nextel on February 24, 1998. Nextel will use the purchased city equipment as part of its upgrade of various County •• radio systems. This opportunity will benefit the City in several ways: recouping the value of some of its surplus equipment;receiving ten(10)new,state-of--the-art repeaters to replace its retrofitted simulcast repeaters now in use; enhancement of the system controller to allow telephone interconnect; upgrade of the City's �. Smartnet information management system to allow more dynamic system management; and a$4,000 annual savings in tower site rent on Little Mountain(a 33%annual decrease)because the new equipment k' requires less rack space. The overall system improvements to be undertaken by the County and Nextel will also upgrade microwave service between the Police Department and Little Mountain and will give the City access to new data technology. These improvements will extend the useful life of the City's communications system by three to five years.
