The City Clerk's Office and the City Attorney's Office jointly remind the residents of San Bernardino that yard sales may be conducted only once in any six- t month periok, shall be limited to not more than three consecutive dayst and, in any case, shall not be held before eight A.M. nor after eight P.M. The public is also reminded that the personal property offered for sale at such garage, patio, yard or other sales shall not be displayed or stored in the fronq or side yards of the proper residentially zoned premises, but must be confined to the garage or rear yard areas. Advertising for such yard sales is limited to no more than three unlighted signs, each not exceeding four square feet in area, and posted only during the period of such sale. SCAN was created in 1996 to manage the day to day operations of Nansen Field and to plan for the development of a Cultural Heritage Center on the 8.67 acre site. Nansen Field is located in the city of Rolling Hills on the Palos Verdes Peninsula and is surrounded by million dollar homes. Today Nansen Field is used as a recreational and social gathering place for mainly the Norwegian community. Soccer games are played all year. Several Norwegian organizations utilize the current facilities for meetings and social events. The masterplan includes a museum, library, ethnic cottages and a children's center with a children's garden. A remodeled main building will have a kitchen, audio/video equipment and a ballroom with a stage. Plans also include a Viking style chapel and memory garden. The soccer field will be upgraded with terraced seating and there will be 2 locker rooms and a Finnish sauna. SCAN'S plans are ambitious, however, realistic given community support. From 1397 to 1537, the Scandinavians were joined in the Kalmar Union, named after the town on Sweden's southeast coast where sovereigns were elected. After Sweden pulled out of this union, Norway, which had lost its ruling class during the 14th Century bubonic plague, came under the Danish crown. In the beginning of the 19th Century, while the rest of Europe became embroiled in the Napoleonic Wars, Denmark-Norway tried to stay neutral, but after two British attacks on Copenhagen (1801 & 1807), formally sided with Napoleon. This pitted the two countries against Sweden, which had been allied with England since 1805. Sweden, however, wanted to keep peace with Napoleon, and in 1809 approached one of his marshals (and Bonaparte-appointed prince), Jean-Baptiste Bernadotte (1763-1844), to inquire if he would consider being the next king. Unbeknownst to the Swedes, the no-longer popular marshal had just been dismissed from the Wagram Battlefield (near Vienna) by an irate Napoleon over some derogatory comments he had made. Bernadotte therefore accepted the offer, and was elected Regent of Sweden in 1810. He took the name KARL JOHAN. Since Russia had taken Finland, the British promised him Norway as a "bonus" if he would fight against France. The lure of a double monarchy swayed him. Norway was now demanding more independence from Denmark, wanting to direct its own policies during these war years. A joint government commission considered the matter, and in 1811 the University of Oslo (Universitas Regia Fredericiana, Christiania) was established, a major concession. In May 1813, the 27-year old heir to the Danish throne, Christian Frederick, arrived in Norway. Seeing the foreign policies of his cousin, King Frederick VI of Denmark were going nowhere, he proclaimed himself willing to become King of Norway. The commission accepted him, and he set about choosing an administration and organizing a national bank. Meanwhile, back on the Napoleonic battlefields, Karl Johan was busy leading allied armies against his former emperor. After the Battle of Leipzig in 1813, Napoleon's wings were all but clipped, giving the Regent free hands to move his troops into southern Denmark and force Frederick VI to give up Norway. This resulted in the Treaty of Kiel on January 14, 1814. The year 1814 proved to be the most important for Norway since 872, when Harald Fairhair (Harfagre) unified the country to one nation. On April 10, elected representatives from all over Norway met at Eidsvoll, and on May 17 signed a document that was both a declaration of independence and a constitution for a sovereign state. After the American Constitution of 1789, this was the world's second permanent democratic constitution of a free nation. Christian Frederick was elected King of Norway at the same time, but would not rule very long. Karl Johan complained to the British that "he had been robbed", and the British grudgingly (they no longer had any quarrel with Norway) acquiesced to aid Sweden by participating in a naval blockade. After two land battles along the Norwegian-Swedish border, which the Norwegians won, thanks to Karl Johan not putting in the whole Swedish army, a compromise was worked out to avoid further bloodshed on land and sea (The Moss Convention, August 14). Christian Frederick would step down and Karl Johan would be king of the dual monarchy. Norway would still be a sovereign state and self-governed, keeping its constitution and parliament. Karl Johan's right to veto laws could be overturned. Only foreign policy and diplomatic relations were to be governed from Stockholm, where there would be Norwegian representation. On November 4, 1814, the Union of Norway and Sweden was made official and would last until June 7, 1905. The first years after 1814, MAY 17 was celebrated privately by the signers of the constitution, but soon there was widespread agitation for making it an official day. Karl XIV Johan (crowned 1818), wanted Norway's National Day to be January 14 or November 4, and took the celebrating of MAY 17 as a personal affront. However, the 10th anniversary in 1824 was widely commemorated, but in 1829 a cavalry was called out from the Akershus Fortress to subdue revelers in Oslo (Torvslaget). Rather than cause a revolution, Karl Johan never again interfered in Norway's SYTTENDE MAI. Central figures in the development of MAY 17 festivities were poet Henrik Wergeland, violinist Ole Bull and Bjornstjerne Bjornson, who wrote "Ja Vi Elsk&' with Richard Nordraak composing the music. Bjornson also organized the first children's parade (Barnetog) in 1870, which has evolved to become the main event of the day. Br. Amundsen was elected to choose a committee to organize the festivity, and thereby the '17th of May Committee' was born. Immediately the committee contacted the other Norwegian organizations and the churches in the L.A.area to get them all to join in the celebration. A Banquet & Dance was held at Walker Stadium on May 18. Noicdmennene, Sanglolznizg, better known as the Norwegian Male Chorus, provided a musical program for entertainment. At $2.50 per person the net gain was $16.50 -- a success! In 1947 the Musical-Dance Program was moved to the Los Angeles Breakfast Club where it was a favorite social event until the Club was sold in 1964. In 1916 the 17th of May celebration took on a new mean- ing, especially for Norwegian born and their families. Following Norwegian tradition, a picnic was organized in Sycamore, Grove Park.Hundreds of people gathered there to enjoy an outdoor church service, followed by barnetog and entertainment. In those days the Barnetog was an exciting part of the program. Costume clad musicians played as they marched through the park followed by the flags, the children in their Sunday best led by mothers and grandmothers wearing costumes from all parts of Norway, and the fathers and grandfathers shouting their 'Hurrahs' . There were musical programs, folkdancers, and childrens games. Of course there was food -Norwegian food - prepared at home with great care to be shared with friends - old friends or maybe new ones they met in the park. There was no admission charge but special ribbons were sold that entitled the wearer to free coffee. On May 17, 1943 the first Flagraising Ceremony was held on the steps of the Los Angeles City Hall. For almost forty years the Norwegians gathered there o n the morning of the 17th of May to listen to greetings from both governments and to watch with misty eyes as the Norwegian flag was slowly raised while the band played as Vi EP6ke1z. Later in the evening the crowd gathered at the Norwegian Seamen's Church -^ continue the celebration. The 17th of May Souvenir Program has played a vital part in the 17th of May festivities. From the very first event in 1912 when Peer Gynt Lodge printed 500 copies to be distributed prior to the banquet, the Program has served not only as a fund raiser but as a communique from the Norwegian Consul General, as well as the City and State governments and even the White House. All send greetings and good wishes to the Nor- wegians on this very special holiday. The business community and the Norwegian organizations have sup- ported the festivities by buying advertising or greeting space in the program. Time and talent has been generously shared by digni- taries and well-known personalities. In 1939 Crown Prince Olav attended the picnic in Sycamore Park. More than 10,000 people came there to wish him welcome. Myron Floren, from Lawrence Welk's Orchestra, enter- tained at the Los Angeles Breakfast Club. Certainly we are all grateful to Eva Gustafson for the many years of dedication in sharing her many talents with her countrymen on these special occasions. Loyalty and dedication show up in many ways. This year we can look back on years of active participation by Vice Consul Knut Ivar Halvorsen and his wife Vivian. In 1968 Mr. Halvorsen gave his first address to the celebrants at the Los Angeles Breakfast Club. Mayor Sam Yorty was there too - bringing greetings from the City of Los Angeles. But the 17th of May Committee has contributed too be- yond the celebrations. In 1918 a party was held at the Ebell Club and they must have had a full house because at 500 per adult and 25¢ per child they realized a profit of $300.00 which was donated to the Red Cross. In 1943 the profit of $122.94 was donated to Camp Little Norway. In 1945 a rally was held at the 17th of May picnic; 5000 people attended; and $67,000 worth of War Bonds were sold that day.
