June 1997 Allocation of $500,000 for pavement rehabilitation at various locations approved in 1997/98 1/2
Cent Sales Tax Construction Fund approved with carryover of $539,000.00.
Recommended Motion:
That the plans for rehabilitation of pavement by Slurry Seal Method for streets between Victoria Ave and
La Prax and from Highland Ave to the Northerly City Limits in accordance with Plan No. 9811 be approved
and the Director of Public Works be authorized to advertise for Bids.

SUBJECT:
Approval of Plans and Authorization to Advertise for Bids - Pavement Rehabilitation by Slurry
Seal Method between Victoria Ave. and La Prax and from Highland Ave to the Northerly City
Limits per Plan No. 9811.
BACKGROUND:
Each year an allocation is made in the 126 Gas Tax Fund and in the 129 1/2 Cent Sales Tax
Fund for the rehabilitation of various streets within the community. In a joint effort, the
Department of Public Works and the Department of Public Services reviews and recommends
streets for rehabilitation. Factors considered are traffic volumes, condition of street, method to
be used, service life of pavement, improvements to be realized with the rehabilitation method
and available funding. The area selected for this rehabilitation project is a residential area in
the heart of the community. It has been many years since originally paved and the area will
benefit from the sealing of cracks and slurry seal of the streets.
The Public Services Department and Public Works Department have reviewed these streets and
determined that significant useful life remains for this pavement provided restoration and
rehabilitation is completed in the near future. These streets have been rated average under the
City rating system and will benefit from this process. Considering the traffic volumes, condition
of the existing street and life cycle analysis conclude that slurry seal is the most appropriate and
cost effective method to restore these streets and extend their useful life.
The project will consist of grinding those cracks in the street that cause a bump or rough ride,
sealing the cracks with an appropriate sealer, cleaning the street and then applying a slurry seal
that is a pavement restorative and weather seal.
The estimated costs based on the Engineer's estimate of Construction costs is listed below:
Construction Contract $286,950.00
Engineering/Inspection $ 14,348.00
Subtotal $301,298.00
Contingencies (10%) $ 28,702.00
TOTAL $330,000.00
FINANCIAL IMPACT:
Funding for the cost of the rehabilitation of pavement at various locations is in the 1/2 Cent
Sales Tax Fund 129-367-5504-1521 in an amount of $539,000.00 in carryover funding and
$500,000.00 in new allocations. Additional areas have been identified and will be brought
forward after award to utilize remaining funds and carryovers from previous years.
RECONIlMIENDATIONS:
Staff recommends approval of the plan and authorization for the Director of Public Works to
begin advertising for bids on the above named project.
