PD:UNCLASSIFIED POSITION JUSTIFICATIONS The following are justifications for appointments, promotions and other personnel actions to be reviewed by the Mayor and Common Council at the May 4, 1998 Council meeting. CLASSIFIED GENERAL FUND 1. Tvnist Clerk H (Taylor, Ann) - Promotion PARKS, RECREATION & COMMUNITY SERVICES The Typist Clerk H position in the administrative section will be vacant, effective May 5, 1998. Ann Taylor is being promoted from a Typist Clerk I position in the senior companion program. Ms. Taylor was displaced from a Typist Clerk II position during the FY 97-98 budget cuts. 2. Community Service Representative H (Houser, Dennis) - Promotion POLICE Dennis Houser has been employed with the San Bernardino Police Department as a Dispatcher/Reserve Officer/Customer Service Representative since March 1988. He has served in the CSR I capacity since May 1996. Houser is a fully-trained CSR I, and with his training as a Reserve Officer should enhance his abilities as'a Customer Service Representative II. 3. Progmmmer (Suarez. Jason) - Salary Adjustment MIS Jason Suarez was promoted from Computer Operator to Public Safety Programmer, effective March 3, 1998. He should have been promoted at Step 2. This personnel action is to reflect the salary adjustment from Step 1 to Step 2. UNCLASSIFIED 1. Community Liaison (U) (Gonzales, Nick) - Appointment MAYOR At the April 27, 1998 Personnel Committee meeting, it was recommended that the appointment of Nick Gonzales to the newly-created position of Community Liaison M be placed on the list of Unclassified Personnel Actions for the May 4, 1998 Council meeting. This position will be paid for through funds formerly designated for the Cultural Affairs Coordinator M, which is now a volunteer position. As a key member of the Mayor's staff, Mr. Gonzales, will be responsible for the W�44 Position Justifications 5/4198 Council Meeting Page 2 coordination of various programs within the community. Specifically, this position will recruit and interview volunteers for placement in various programs, such as graffiti removal, neighborhood blight and will investigate citizen complaints and refer them to the appropriate department or division for action. The position will also meet with community organizations on a regular basis to enlist their aid and assistance with community projects. This appointment is a key component in the Mayor's goal to improve communication with the community. A job description is attached. COMMUNITY LIAISON (U) JOB DESCRIPTION Under policy direction of elected official, coordinates the activities of citizen volunteer workers and acts as liaison between the Mayor's office and various neighborhood association and community groups; and, performs related work as required or assigned. REPRESENTATIVE DUTIES Provides courteous and expeditious customer service to the general public and City department staffs. Assists in coordination of various programs of the community; assists in establishing goals and objectives; assists in developing timetables and follow-up; speaks before community organizations and enlists their aid and assistance in community projects; contacts property and business owners to discuss mitigation of individual problems;prepares reports to Mayor. Recruits and interviews volunteers for placement in various programs; assigns volunteers to a variety of community service agencies or projects; works closely with departments to assist in the mitigation of community concerns, such as graffiti removal and other neighborhood blight; acts as an ombudsman for the Mayor's Office to deal with citizen complaints and concerns and referral to appropriate City department or division for action. Routinely adheres to and maintains a positive attitude towards City and department goals; and, performs related work as required. MINIMUM QUALIFICATIONS Any combination of education and/or experience that has provided the knowledge, skills and abilities necessary for acceptable job performance, such as graduation from high school or GED and experience which demonstrates the ability to perform the duties of the position. GENERAL QUALIFICATIONS Knowledge of Project management as it relates to volunteer activities; Program planning Basic public relations, Organization and objectives of City Neighborhood Associations.
