MOTION: That the Community Development Commission appropriate$300,000 to assist in the expansion of the
County Court system and authorize the Mayor to execute an agreement with the County as approved by
the City Attorney providing for the assistance.

County Court Expansion
It has come to our attention that there is a potential to expand court facilities in the downtown
area. The expansion would provide four(4) additional court rooms on the 5th floor of the current
annex to the court house. These rooms would facilitate the operation of four(4) new judges to
be appointed to the area. Absent retrofit of the annex building alternatives outside the city may
have to be considered for courtroom space. It is, therefore, staff s belief that efforts should be
made to capture this use in the downtown area since it is consistent with our long range goal of
economic revitalization.
Judge Kennedy has indicated that the cost for providing this facility is 1.3 million. Further,
should the City or Agency be able to provide $300,000 towards this budget the County and court
system will be asked to allocate the addition of$1 million for expansion. A review of available
funds indicates that monies the Agency has from the recapitalization of its Loan Portfolio
through the Community Reinvestment Fund could be used for this purpose.
It is,therefore, recommended that the Community Development Commission: (1) authorize staff
and the City Attorney's office to negotiate the necessary agreements with the County, (2)
appropriate $300,000 for this purpose, and (3) authorize the Mayor to execute an agreement with
the County as approved by the City Attorney.
