SUBJECT:
Award of Contract Installation of Landscaping on Northpark Blvd. West of University parkway-
Per Plan No. 9600.
BACKGROUND:
In 1996, plans were developed to landscape the median in Northpark Boulevard west of
University Parkway to enhance the entrance to California State University San Bernardino. In
April 1997, the matter was tabled pending approval of City budget, and it would be revisited.
In September 1997, funds were approved and authorization given to advertise for bids.
This project will be constructed by the City; however the University will provide the water and
maintenance for the installed landscaping. University officials have been involved in the
development of the plans and have approved the project.
Bids for the construction of landscape improvements were received and opened on March 10,
1998 at 2:00pm. A total of 7 bids were received and ranged from $34,621.25 to $96,174.17.
The low bid is 62% over the Engineer's Estimate of$21,250.00. This project will consist of
installation of irrigation system, trees, and landscape improvements along Northpark Boulevard
west of University Parkway. This is a continuation for the original street-scape begun a few
years ago.
Below is an estimate of the project cost based on the low bid:
Construction Contract $34,621.25
Engineering & Inspection 1,000.00
Sub-total $33,821.25
Contingencies (6%) $ 2,178.75
TOTAL ESTIMATED PROJECT COST $36,000.00
FINANCIAL IMPACT:
Funding for this construction will be provided by the Bond Issuance Fees.
RECOMMENDATION:
Staff recommends adoption of the resolution.

5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY O
6 SAN BERNARDINO AS FOLLOWS:
7 SECTION 1. I/C CALS is the lowest responsible bidder for: INSTALLATION O
8 STREET LANDSCAPING ON NORTHPARK BOULEVARD, WEST OF UNIVERSIT
9 PARKWAY per Plan No. 9600. A contract is awarded accordingly to said bidder in a to
10 amount of$34,621.25; however, such award shall be effective only upon being fully executec
11
12 by both parties. All other bids, therefore, are hereby rejected. The Mayor is hereby authoriz
13 to execute said contract on behalf of the City; a copy of the contract is on file in the office o
14 the City Clerk and incorporated herein by reference as fully as though set forth at length.
15 SECTION 2. This contract and any amendment or modifications thereto shall not tak
16 effect or become operative until fully signed and executed by the parties and no party shall b
17
obligated hereunder until the time of such full execution. No oral agreements, amendments
18
19 modifications or waivers are intended or authorized and shall not be implied from any act o
20 course of conduct of any party.
21 SECTION 3. This resolution is rescinded if the parties to the contract fail to execute i
22 within sixty (60) days of the passage of this resolution.
