Synopsis of Previous Council Action:
The Mayor and Common Council previously approved removal of underground storage tanks
(UST's) at City Hall, City Yards and Fire Stations 1 and 5.
In 1989, the United States Environmental Protection Agency (EPA) issued regulations that
required all single-walled underground storage tanks (UST's) containing gasoline or other
petroleum products to be removed by December 22, 1998.
Recommended Motion:
1. That $35,000 be used from a Community Development Block Grant (CDBG) that was
previously approved for this project.
2. That staff be authorized to prepare plans and specifications and solicit bids for the
removal of the UST's at Fire Stations 3 and 6, and that they be replaced by one above-
ground storage tank at each station.

STAFF REPORT
BACKGROUND
In 1989, the United States Environmental Protection Agency (EPA) issued regulations that
required all single-walled underground storage tanks (UST's) containing gasoline or other
petroleum products to be removed or upgraded by December 22, 1998. The EPA has recently
advised all owners and operators of UST's that it has no intention of extending that deadline and
that the State and local agencies do not have any authority to extend the deadline.
Since the initial regulations were published, the City of San Bernardino has removed 14 UST's
at six different locations and has installed one aboveground storage tank (AST) at the Fire Shop
located at 1208 North H Street. The Mayor and Common Council recently approved removal
of UST's located at two sites which must be removed or replaced by the December 22, 1998
deadline.
The location of the remaining UST's and plan for compliance with the EPA mandate are detailed
below:
Fire Stations 3 and 6 - Four small UST's will be removed and replaced with one
aboveground diesel tank at each station. Funding has been secured via a Community
Development Block Grant (CDBG) through the EDA. The Project will be managed by
Public Works and a bid proposal is now being prepared.
Preliminary tests at each location indicate that soil contamination should not be a problem. It
is estimated that the cost of removing and replacing the remaining tanks at these locations
(assuming no contamination) will be approximately $35,000. Funding from CDBG Project 95-
236 is available to the City to remove the UST's prior to the deadline.
