Each year, the City is required to hold at least two public hearings regarding these funding sources. The first public hearing for the upcoming 1998-1999 fiscal year was held on September 15, 1997. The purpose of the public hearing was to solicit public comments on the needs to be addressed by the Fourth Year Action Plan, that will be implemented effective July 1, 1998. During the second required public hearing requested for Monday, May 4, 1998, at 2:00 p.m., the Mayor and Council will be asked to receive public comments on the draft Fourth Year Plan. You will also be asked to review and approve the recommended projects and programs of the Community Development Citizen Advisory Committee, for the CDBG, HOME and ESG Programs that are contained in the Plan. Recommendation Based on the above, it is necessary and appropriate to hold a public hearing on the draft Fourth Year Action Plan component, for FY 1998-1999, of the 1995-1999 Consolidated Plan, and to solicit citizen comments on said report. Staff recommends adoption of the form motion. RONAL E.
