Description) Finance: Council Notes: Id 75-0262 Agenda Item No. - 3�, CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT On August 2, 1996, the Police Department was awarded a COPS Universal Hiring Program Grant by the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS). The grant provided funding for eleven (11) additional police officer positions for three years to be utilized for community policing activities. The total grant award amounted to $2,273,964 with DOJ paying 90% or $2,046,568. The department received a partial waiver of the local match/maximum funds per officer that lowered the city's cash match to 10% or $227,396 paid over three years. The first year local match of approximately $70,000 will be funded from the department's AB 3229 (Citizens' Option for Public Safety) allocation. The City Council approved this expenditure with the passage of Resolution #96-291. DOJ asked us to provide a four-year forecast of our future requests for additional grant officers funded by the COPS Universal Hiring Program. We projected requesting eleven (11) officers in FY 1997/98, ten (10) officers in FY 1998/99 and ten (10) officers in FY 1999/2000 for a total of 42 officers. On September 26, 1996, we received notification that DOJ was prepared to fund our FY 1997/98 allotment of 11 additional grant officers effective October 1, 1996. DOJ extended our partial waiver to cover all 22 positions. We will receive an additional $2,046,568 in federal funding for a total of $4,093,136. The city's local match for the second allotment of 11 grant officers will be $227,396. The total local match for 22 grant officers will be $454,792 paid over three years. We estimate that in FY 1996/97 we will need to fund a maximum of $20,000 for our local match for the second allotment of 11 grant officers. These positions will be filled after the first 11 grant positions. We anticipate that all 11 positions will be filled between March 1 , 1997 and June 30, 1997. We are proposing that the $20,000 cash match for FY 1996/97 be funded out of salary/benefit savings from the police department's General Fund budget. It is anticipated that more than enough salary/benefit savings will be accrued by the end of FY 1996/97 to cover this cost. 75-0264
