Description) Pot Vernon Avenue Grade Separa- tion -- Santa Fe ' s "A" Yard Finance Council Notes: Agenda Item No.— _- 3 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Caltrans has established a list of structurally deficient or functionally obsolete local bridges. Any structure on this list is eligible for funding under the Federal Highway Bridge Replacement and Rehabilitation (HBRR) Program. This program provides 80% of 'the project cost. Those structures with a sufficiency rating of less than 50 are deemed structurally deficient, and eligible for replace- ment. Any structure on this list, with a sufficiency rating of more than 50 , is considered functionally obsolete and eligible for rehabilitation. In the event that the estimate for rehabilitation is more than for replacement, the functionally obsolete bridge is eligible for replacement. The Mt. Vernon Avenue Grade Separation over the Burlington Northern/Santa Fe ' s "A" Yard, between Second Street and Fourth Street, was constructed in the 1930 ' s, and is shown on Caltrans ' list as being functionally obsolete. Inclusion on this list makes this bridge an eligible candidate for Federal-Aid HBRR Funds. These funds can be used to finance 800 of the cost for rehabilitation of the structure, or replacement (in the event that this is a less costly alternative) . Approval was given at the Council meeting of 3-04-96 to submit a request to Caltrans for authorization of HBRR funds . A Field Review Form and an Environmental Assessment for the National Environmental Protection Act (NEPA) will need to be submitted to Caltrans to initiate the funding process for this project. A conceptual plan and preliminary estimate of cost, for rehabilitation and replacement, will be needed to provide reliable financial information on the Field Review Form, and allow the environmental review to be commenced. These services are normally provided by a Consulting Engineering firm ' that specializes in this type of project. We recommend that the transfer of $20 , 000 , from Account No. 131-372-550170701 "Waterman Avenue and Hospitality Lane, " to Account No. 131-372-5509-7091 , "Mt. Vernon Avenue Grade Separation, " be approved. y Approval of this transfer will reduce the amount of available funds for Waterman Avenue and Hospitality Lane from $220 , 000 to $200 , 000 .
