Description) Materialls� & Supplies Finance:- XI Council Notes: Res 96- � 11A/f to Agenda Item No. 13 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Our heavy vehicle fleet uses a combination of new and recapped tires with various tread designs to support our operations. An invitation to bid to provide annual "RECAP" tire service was initiated in August 1996. Responses to the bid was received from two vendors. The vendors were required to submit a bid to support a purchase of approximately 600 "RECAP" tires annually. VENDOR LOCATION BID PRICE Y Tire Los Angeles, CA $66, 140. 15 Parkhouse Tire Colton, CA 63 , 371. 10 As part of the bid specification, we required the use of the "Hawkinson" retread process. The low bidder, Parkhouse Tire, did not bid the "Hawkinson" retread process. Our experience with this type of retread has been outstanding, having had no tire/retread failures during the past two years. The Recap process bid by Parkhouse has been tested in our fleet and is not acceptable. Based on reliability of the "Hawkinson" retread process and its impact on fleet safety, it is our recommendation that we continue the use of this process and that the Parkhouse's bid be considered not responsive to bid specifications and therefore rejected. It is recommended that the Mayor and Common Council authorize the purchasing agent to issue a purchase order in the amount of $66, 140. 15 to Y Tire for the purchase of recap tires and tubes and reject the low bidder as non responsive.
