Description) Assessment District No. 1017 Finance: Council Notes: '17-2 111/ x (08-05-96) Agenda Item No. CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT A petition was received by this office requesting the formation of an assessment district for the maintenance of landscaping along Kendall Drive and Pine Avenue (New Pine Avenue) with Tract No. 15642 and along Pine Avenue, North of Tract No. 15642 and South of Irvington Avenue and within certain open areas within the Tract. This petition is the result of the Condition of Approval for Tract No. 15642, to establish a district. The petition was also signed by the owners of two large undeveloped parcels to the North of the Tract. The signatures on the petition have been checked and found to the owners of 100% of the area lying within the proposed assessment district that are liable to be assessed. The developer has deposited $4,000 to cover the cost of the proceedings. Any amounts remaining will be refunded to the developer at the end of the proceedings. An Engineer's Report has been prepared, which sets forth the details of the proposed district, including the first years estimated cost and an assessment roll showing the amount to be assessed against each parcel. The estimated amount of all costs, including incidental and administrative costs is $22,100.53. This calculates to about $228 per residential unit per year. A copy of the Engineer's Report is on file in the office of the City Clerk. All potential home buyers will be given a disclosure form by the developer indicating the assessment amount and the purpose of the district. On June 3, 1996, Resolution of Intention No. 96-145 was adopted, which set forth the City's intention to form the district and also preliminarily approved the Engineer's Report and the Boundary Map of the district, and set a public meeting for July 15, 1996 and a public hearing for August 5, 1996. All owners of record were given mailed notice of the meeting and hearing. No protest have been received to date. We recommend that the formation of the assessment district be approved and that the Engineer's Report and the 1996/97 Assessments set forth therein be approved. .
