Description) Refuse Funds Finance: Council Notes: Agenda Item No. CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT The Refuse Division has a continuing requirement to provide refuse collection to 4,500 mobile home customers, approximately 1,000 street container service stops and other locations that have restricted access; and 65 single family homes in the mountains which are not accessible to standard collection equipment. Continued two-person "manual" servicing of these locations is not cost effective when compared to smaller one-person, semi-automated utility collection vehicles to effectively service these locations. Included in the FY'96/97 Budget is $152,000 for purchase of two (2) compact, semi-automated collection vehicles. During interviews with perspective bidders, Staff learned of the availability of two (2) used Whittke Burro Utility Collection vehicles appropriate for City requirements. Both vehicles were manufactured in 1991, placed into service in 1993, and have low mileage, under 15,000 miles. The cost savings of procuring these used vehicles is significant over the purchase of new equipment. Comparative costs are as follows: Two (2) new collection vehicles $ 50,700 each = $101,400 Two (2) used collection vehicles $ 20,000 each = $ 40,000 Our heavy equipment shop has evaluated both vehicles and determined both vehicles to be in good condition, although minor repairs, installation of automated arms, and painting are required. It is estimated that cost to complete minor repairs, arm installation and repainting will not exceed $7,000 per vehicle for a total cost of $54,000. Projected savings over purchase of new vehicles - $47,400 It is recommend that the Mayor and Common Council authorize the purchasing manager to issue a purchase order to Environmental Refuse Equipment of Arizona in the amount of $40,000 to purchase two (2) used Burro Utility Collection Vehicles from the capital equipment budget and reallocate $14,000 from capital equipment to materials and supplies for the minor repairs, automated arm installation and repainting. Environmental Refuse Equipment proposes to sell to the City of San Bernardino,upon approval,the above referenced units for the amount o ,00 . each for a total of$40,000.00. This price is F.D.B.your yard. As you know,these are used units,however they are both in excellent condition and only have approximately 13,000 original miles. The packing mechanism has been used very little as you can see the original paint on the packing blades.
