Description) Unappropriated Reserve Finance: Council Notes: - Continued to 75-0262 Agenda Item No. �� CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Numerous complaints have been received from residents along Belvan Street, from Olive Street to Base Line Street, over the problems created by failing septic tanks. The existence of problems has been verified by City personnel. The residents have requested that a sewer main be in- stalled in this block of Belvan Street, in order to allow the failed septic tanks to be abandoned. EDA personnel have been working with the residents to ascertain what economic assistance, if any, may be available to help finance the cost of connecting, and how many residents would actually connect to the sewer main, if available. The residents have indicated that many would connect. One problem that has been created in the past as a result of installing a sewer main was that properties within 200 feet would be compelled to pay the monthly sewer service fee. A recent amendment to the San Bernardino Municipal Code eliminated this requirement. A preliminary estimate of $65 , 000 , for the total project cost, has been prepared by the Department of Public Works. This estimate includes only the sewer main, and another source of funds will need to be identified. One source of funds for this sewer main is the unappro- priated reserve in the Sewer Maintenance Fund. I recommend that the expenditure of $65 , 000 from these unappropriated funds be approved. URGENCY CLAUSE: The failed septic tanks have the potential to create a health hazard. Therefore, it is imperative that this item be considered as soon as possible. 8-22-96 75-0264
