07-01-96 - Contract Change Order No. 1 approved, at an increase in
contract price of $11 , 375 . 00 .
Recommended motion:
That Change Order No. 3 to the contract with Hovey Electric, Inc.
for installation of traffic signals at Northpark Boulevard and
Coyote Drive, in accordance with Plan No. 9419 , be approved; to
direct the Contractor to perform additional work, consisting of
installing approximately 250 lineal feet of street improvements on
Coyote Drive, at an estimated increase in the contract price of
$42 , 496 . 00 ; from $139 ,531 . 50 to $182 , 027 . 50 .

STAFF REPORT
The City has entered into an Agreement relative to
installation of traffic signals and minor roadway improvements at
Northpark Boulevard and Coyote Drive. San Bernardino State
University was to have Coyote Drive improved on their campus to
join the improvements at Northpark Boulevard. However, these
improvements have been delayed, due to rejection of the two sets
of bids received.
Registration for the fall quarter will commence on 9-16-
96 . It is vital for Coyote Drive to be accessible by this time.
The University has, therefore, requested that a transition from
the new improvements at Northpark Boulevard to the existing
improvements on Coyote Drive be constructed under our contract
for traffic signals, in order to provide vehicular access by the
start of registration.
The Contractor has submitted a price quote of $42 , 496 . 00
for this necessary transition work. We have reviewed this price,
and found it to be consistent with the unit prices for this
contract. The University has also reviewed the price quote, and
requested that we proceed with the work.
All costs incurred for this extra work will be charged to
Account No. 126-369-5504-7034 , and billed to the University. No
City funds will be used to finance any portion of the cost.
We recommend that Contract Change Order No. 3 be
approved.
URGENCY CLAUSE:
It is necessary for this Change Order to be approved at the
Council meeting of 9-03-96 , in order for the work to be completed
by the start of registration.

Gentlemen:
You are hereby compensated for performing the extra work as
directed by the Resident Engineer, as follows:
(1) Placement of 11, 500 S.F. of 4-inch thick asphalt concrete
pavement, @ a price of $ 1. 00 per S.F. , at a bid price of
$ 11,500. 00.
(2) Install 450-lineal feet of 6-inch P.C.C. curb & gutter, at
$ 14. 50 per lineal foot, at a bid price of $ 6,525. 00.
(3) Install 650 lineal feet of 6-inch P.C.C. curb, at $ 10. 00 per
lineal foot, at a bid price of $ 6,500. 00.
(4) Install 300 S.F. of P.C.C. cross gutter, at $ 4.50 per lineal
foot, at a bid price of $ 1, 350. 00.
(5) Remove existing asphalt concrete pavement at the lump sum
price of $ 1,750. 00.
(6) Remove existing concrete curb at the lump sum price of
$ 360. 00.
(7) Remove an existing street light at the lump sum price of
$ 300. 00.
(8) Striping and Signing @ a lump sum price of $ 2, 000. 00.
(9) Installation of 400-lineal feet of 4-inch PVC conduit at
$ 7. 00 per lineal foot, at a bid price of $ 3,500. 00.
(10) Clearing and Grubbing, and the placement of approximately
2, 000 cubic yards of fill material, at a lump sum price of
$ 4, 500. 00.
(11) Contractors markup of $ 4,211. 00.
