APPOINTMENT: Code Compliance CODE COMPLIANCE DIVISION Manager (U) , Range 4455, Step 5, $5219/mo. , Eff. 9-9-96. PD:UNCLASSIFIED POSITION USTIFICATIONS The following are justifications for appointments and promotions to be reviewed by the Mayor and Common Council at the September 3, 1996, Council meeting. 1. Dispatcher I (Good. Matthew) - Appointment LI E Justification: The Police Department Communications Center has an authorized strength of 21 Dispatcher I/II positions. Currently, 17 of these positions are filled leaving four (4) vacancies. Additionally, a Dispatcher II currently works only two days a week due to cancer treatment. This leaves us with a vacancy factor of 19%. Cost savings associated with vacancies are entirely offset with backfilling these positions with dispatchers, community service representatives or police officers working on an overtime basis. Non-dispatch employees working in the Communications center often times impact the level of quality service provided to the public and field units due to their lack of familiarity with CAD operations. Filling this position will begin to offset the chronic need to use overtime to back fill vacant positions, increase the efficiency of the Communications Center and improve the level of service delivered to both the public and field units. Further, dispatcher stress caused by working understaffed will be reduced and morale will be improved. Our vacancies will be reduced to three (3) or 14 percent. 1. C ode Compliance Manager (Skiles. William F.) - Appointment CODE COMPLIANCE DIVISION Justification: This position was authorized by the City Council as part of the city's code enforcement consolidation. On June 3, 1996, the Mayor and Common Council approved a plan that not only consolidated staff, but also reorganized the group, deleted certain vacant positions, reclassified some current employees and created several new positions. The Manager position was created in the reorganization. Now that the consolidation is moving forward, the Code Compliance Manager is needed to provide the leadership and vision necessary to turn San Bernardino's Code Compliance Division into a model of progressive, innovative and effective code enforcement.
