No. 650-0259 , approved.
07-01-96 - Plans approved and authorization granted to advertise
for bids.

STAFF REPORT
Bids for installation of traffic signals and channeli-
zation at Mt. Vernon Avenue and 21st Street were opened at 2 : 00
p.m. , Tuesday, 8-27-96 .
A total of 4 bids were received, ranging from $149 , 522 . 55
to $152 ,824 . 00 , for the Basic Bid. The low bid of $149 , 522 . 55 is
23 . 6% over the Engineer ' s Estimate of $120 , 937 . 00 .
An Alternate Bid Schedule was included for installation
of P.C.C. patterned concrete within the curbed median, in the
event that it was desired to include this item of work in the
contract. The low bid price for both the Basic Bid and the
Alternate Bid Schedule is $159 , 767 . 00 and was submitted by the
Paul Gardner Corporation.
Below is an estimate of the total project cost, based
upon the actual low bid price for the Basic Bid.

TOTAL ESTIMATED PROJECT COST $ 170 , 000 . 00
An amount of $120 , 000 has been allocated by the Community
Development Commission, (at the workshop meeting on 6-4-96) ,
under Account No. 650-0259 . Supplemental funds in the amount of
$50 ,000 will , therefore, be needed to fully finance the total
estimated project cost.
The preliminary estimate of cost for this project was
$120 , 000 . 00 . However, the channelization work proved to be more
extensive than originally anticipated, and audible pedestrian
signals were incorporated into the design. In the staff report
for the approval of plans, at the meeting of 7-01-96 , the total
estimated project cost was shown as $151 , 000 . 00 .
The cost for installation of traffic signals on this
estimate was $73 , 000 . 00 , but the actual unit price for the item
is $101 , 187 . 00 . The intersection is not the typical arrangement,
which apparently increased the contract price more than we anti-
cipated.
We recommend that a contract be awarded to the low
bidder, and the necessary supplemental funds provided.
