APPOINTMENT: Director of PLANNING & BUILDING Planning & Building Services SERVICES (U) , Range 4541, Step 1, $6594/mo. , Eff. 9-23-96. PD:UNCLASSIFIED POSITION IUSTIFICATIONS The following are justifications for appointments and promotions to be reviewed by the Mayor and Common Council at the September 16, 1996, Council meeting. . .. ... . .......... CEAS:`'rTE 1. Housing Inspector (Whelan. Timothy S. - Appointment PLANNING & BUILDING SERVICES Justification: Mr. Whelan will fill a Housing Inspector position which has been vacant since April, 1996 and which is part of the Rental Housing Inspection Program. With this appointment, the Rental Housing Program will be fully staffed with inspectors. This program is a part of the newly reorganized Code Compliance Division. Filling the vacant Housing Inspector position will enable staff to continue to work toward their goal of inspecting 8,000 rental units in various impacted areas of the City. Inspectors spend a great deal of time working with property owners to gain compliance and correct code violations. The additional inspector will increase the City's effectiveness in reaching impacted areas on the City and processing the appropriate notices to property owners. Inspectors also assist with preparation of staff reports on their cases for the Board of Building Commissioners and the Council regarding code violations, costs incurred by the City in cleaning and boarding properties, and appeals of property owners. 2. Dispatcher I (Branson. Kimberly) - Appointment POLI E Justification: The Police Department Communications Center has an authorized strength of 21 Dispatcher I/II, four (4) Senior Dispatcher and five (5) Dispatch Supervisor positions. Currently, 17 Dispatcher I/H positions are filled and an 18th Dispatcher I will start on September 16, 1996. This leaves us with three (3) Dispatcher I vacancies. A Dispatch Supervisor is currently QIW (qualified injured worker) pending a disability retirement, a Senior Dispatcher is off sick after having knee surgery, a Dispatcher H is off a minimum of 50 percent of the time while undergoing medical treatment and six Dispatcher I/II's (including the September 16, 1996, new hire) are currently paired up with veteran Senior Dispatcher/Dispatcher II trainers. This provides us with 18.5 fully-trained Dispatchers to cover four shifts, seven days a week in the Communications Center or the equivalent of a 38.3 percent vacancy factor (unfilled positions plus trainees). * 116 q11619& Position Justifications September 16, 1996 Page 2 Cost savings associated with vacancies are entirely offset with backfilling these positions with full-time dispatchers, community service representatives or police officers working overtime. Oftentimes, non-dispatcher replacements impact the level of quality service provided to the public and field personnel due to their lack of familiarity with CAD operations. Filling this position will help offset the chronic need to use overtime to adequately staff each shift, increase the efficiency of the Communications Center and improve the level of quality service delivered to both the public and field personnel. Further, dispatcher stress will be reduced and morale will improve. Our Dispatcher I/H vacancies will be reduced to two (2). 3. Animal Shelter Office Specialist (Sanchez. Anita) - Appointment (Provisional) ANIMAL CONTROL Justification: On August 15, 1996, the incumbent was released during probation. Ms. Sanchez, who has held this position in the past (therefore no training time or expense is involved), has agreed to fill this position on a temporary basis until a new recruitment is conducted. The Animal Shelter Office Specialists are the "lifeline" of the department six (6) days a week, handling all incoming calls, dispatching calls to the officers and providing "in person" services to the public such as adoptions, redemptions, licensing and general information with animals/problems. Ms. Sanchez will be paid at Step 1 as a provisional appointment. 4. Accountant I (Beardsley, Patricia F.) - Appointment (Provisional) FINANCE Justification: The Finance Department is in the process of closing the books and preparing schedules for the last Fiscal Year, FY 95-96. The City Auditors are also due to begin auditing the books in mid-September 1996. During this time, a high level of technical accounting work is needed in order to respond to the Finance Department's workload for the audit. According to the contract with the Auditors, if the City does not complete year end close timely and completely, the Auditors have the right to add additional fees to their contract. This reads as follows: . . . "Upon written notice to and approval by City, the fees outlined in Section 15 of this Agreement may be revised under the following Position Justifications September 16, 1996 Page 3 conditions: a. Accounting assistance is necessary in order to properly close the City's books so that they will be suitable to be audited. b. The information requested by Consultant in the Client Participation Schedule is not provided, the information provided is not accurate and/or not complete or is provided after the requested date In order to meet the demands of this critical time of year for the Finance Department, and to avoid any additional fees imposed by the Auditors, a person is needed to fill the vacant Accountant I position. A provisional appointment is requested as an interim until a full recruitment and selection process can be completed. 1. Director of Planning_& Building Services (Hayes, Mike) - Appointment PLANNING & BUILDING SERVICES Justification: The position of Director of Planning & Building Services became vacant on September 6, 1996. Since the position of Assistant Director of Planning & Services was eliminated as part of the FY 96-97 budget reductions, the department has been functioning without the services of a department head. Mike Hayes, who served as the Assistant Director for nearly two years, is currently employed with the City of Chico. We became aware of Mr. Hayes' desire to return to the development field. Consequently, we contacted Mr. Hayes to determine his interest in assuming the Director's position. He has indicated a strong desire to return to the City of San Bernardino and undertake the responsibilities connected with the position. In light of Mr. Hayes' past service as Assistant Director and familiarity with the issues facing the City, we feel he is the logical choice for this position.
