This action is due to the fact that this water line is steel and has been in operation for about 50 years, which is the normal service life. A 12-inch new water main is being installed under this project to replace the one being abandoned. There are several laterals to the existing line, varying from 4 inches to 10 inches in diameter, that are to be connected to the new water main. A storm drain is also being installed in Leland Norton Drive under this contract. During construction of this new water line, it was discovered that the new storm drain was at approxi- mately the same elevation. The storm drain constitutes an obstruction to connection of the water laterals. This situation required the Contractor to route the laterals over the storm drain, which entailed additional fillings and labor. The plans indicate that the laterals are at right angles to the new main. However, during construction, it was discovered that many of the laterals actually were parallel to the main. Extensive exploratory work was necessitated to determine what the lateral served and which ones had to be connected to the new water main in order to maintain service to facilities that are in use. This effort was complicated by the fact that a considerable number of the gate valves were inoperative and in many cases buried. The Contractor performed the extra work involved in connecting the laterals on a time and materials basis, in accor- dance with Section 3 of the Standard Specifications. Change Order No. 6 will authorize payment of $37 , 048 . 87 to the Contractor for this extra work. Funds to finance the additional cost due to Change Order No. 6 will be provided from the following sources : Economic Development Administration Grant - 75% Inland Valley Development Agency - 25% No City funds will be used to finance any portion of the cost of this change order. The total estimated project cost, based upon the actual low bid price, included an amount of $281 , 686 for contingencies, which can be used to finance the cost of this change order. All costs incurred for this extra work will be charged to Account No. 242-362-5504-7038 , and billed to the EDA grant and IVDA. We recommend that Change Order No. 6 be approved. 7-31-96 75-0264 f FEDERAL PROJECT NO. 07-49-02680.01 CONTRACT CHANGE ORDER CHANGE ORDER NO. 6 DATE: 7/29/96 Agreement Date: 2/12/96 NAME OF PROJECT: PASSENGER TERMINAL ACCESS ROADS AND PARKING FACILITIES_; SAN BERNARDINO INTERNATIONAL AIRPORT OWNER: CITY OF SAN BERNARDINO CONTRACTOR: RIVERSIDE CONSTRUCTION The following extra work is to be performed, as directed by the Resident Engineer, and the following changes are hereby made to the CONTRACT DOCUMENTS: (1) Installation of additional pipe bends and the relocation of existing water mainlines at 6-locations where there is a conflict with the existing storm drain pipe and other utilities, on a time and material basis, at a total cost of $ 12,311. 17. (2) Locate the existing water mainline at 8-locations where the existing water pipe is not at the location indicated on the plans, remove additional concrete encasements, and additional exploratory trenching, on a time and material basis, at a total cost of $ 24,737 .70. JUSTIFICATION: During the installation of the new water mainline services, there were 4-existing water services laterals not identified on the plans that had to be tied into the new 12-inch mainline. Additionally, in order to tie into the existing water mainline services on the east side of Norton Way, it was necessary to relocate the water lines up and over the existing storm drain. This conflict was not indicated on the plans and the existing waterlines were at an elevation that was in direct conflict with the new storm drain. Most of the existing water laterals were not at the location identified on the plans. This required the contractor to perform extensive investigation to find the existing water lines and to verify that they were actually the ones that were to be tied into. The water laterals were found to be as much as 10-feet from the location indicated on the plans and running in different directions than that indicated on the plan. This work was performed on a time and material basis. Also additional abandoned concrete encasements and vaults not indicated on the plans were discovered that needed to be removed.
