The event is scheduled to take place on June 3 , 1995 . The attached request outlines the proposed programming and training exercizes— The Police Department has reviewed the proposal and suggests the following conditions of approval. 1 . Shoot participation be limited to 30-40 youth and the NRA certified instructors . Family and friends may accompany but not participate unless proper fees are paid. 2 . Shoot time is limited to 1 :30 p.m. to 3 : 30 p.m. 3 . Instructor to youth ratio will be maintained at 1 instructor per 5 youth participants. 4 . Instructors and youth are accountable to the San Bernardino Police Department Range Master and will comply with all range rules and directions by the Range Master. 5 . All materials (weapons, ammunition, targets, cleaning equipment, safety eyeglasses, scoring scopes, etc. ) must be provided by the Elks Lodge. No City equipment or materials will be used or made available. 75-0264 L� 0 1� U T 19 0 FEB 2 7 1995 U 2-25-95 OFFICE OF THE MAYOR TIME: Mayor Tom Minor City of San Bernardino 300 North D Street San Bernardino, Ca. 93418 Dear Mayor Minor: I am a retired teacher and principal from the San Bernardino City Schools, and I have been a resident of this area for over 40 years. I am working with a number of local citizens from this area to present an eight hour Shooting and Safety Sports Fair for approximately 100 youth between the ages of 13 and 20. The date for this event is June 3, at the Elks Lodge, #836, 2055 Elks Drive, in San Bernardino. The young people will have certified instructors working with them for approximately 3 hours in the morning, and after lunch at the Lodge, they will be dispersed to two, possibly three shooting areas where each participant will have an opportunity to shoot a .22 caliber rifle, a .22 caliber pistol, and a 12 gauge shotgun, under the direct tutorage of a certified instructor. The opportunity of shooting pellet guns and bows and arrows will also be included. I ' � In order to do this program at the low rthe le cost, we would like for the City of San Bernardino t wavnormal $8.00 per day fee for the Pistol Range ocated a rris Hill. I spoke with the Ra er Master, Mr. Gene Henriksen. He saw no problem of our bringi approximately 30 youth in at 1:30 p.m. the afternoon of June 3--especially when at least 5 or six certified instructors would be with them. He suggested that I write a letter to Lieutenant Neigle of the San Bernardino Police Department in order to get official approval. In the meantime, I spoke with Chief Robbins, and he appeared to find no fault with the plan. However, this past week I did receive a note from Mr. Henriksen indicating that I would have to contact you, and have approval of the City -Council. Consequently, I would like to have this item put on the agenda as soon as possible. While June 3, may sound as though it is a long time off--the days go very fast. \� Knowing how interested the City and the Cit Counsi is to promote youth activities within our city, I am certa ' s can be approved with no problem--especially since there is no cost to the city. I am enclosing a complete write-up of the plan--probably more than you care to read--but I will be happy to meet with you personally Page 2 . or before the council to answer any and all questions regarding the appropriateness and safety of this program. SAN BERNARDINO, CALIFORNIA TIME: Registration is from 8 a.m. to 8:45 a.m. WHO MAY ATTEND: Any youth between the ages of 13 and 20. Parent's signed permission slip is required for those under 18 . Interested parents or adults may observe or actually participate. COST: $15 for youth. $15 for adults, but with NRA Membership, total cost is $45. LIMITED TO THE FIRST 100 WHO SIGN UP. PURPOSE: The purpose of this Sports Fair is to introduce young people to the many shooting activities that are available today, to teach them that guns can be used in safe yet exciting ways, and to build confidence and pride in themselves as they learn new skills. It is ,also imperative that young people learn the importance of the Second Amendment in our Constitution. To quote a founding father, Richard Henry Lee, "To preserve liberty, it is essential that the whole body of people always possess arms and be taught alike, especially when young, how to use them. " ACTIVITIES: There will be a series of large and small group seminars involving gun safety, Guns and the Law; opportunities to handle pistols, shotguns, rifles, bows and arrows, BB and pellet guns. and a session entitled "Women and Guns" . Lunch will be provided at the Lodge as part of the program. SHOOTING ACTIVITIES: During the afternoon NRA Instructors will provide personal instruction in Rifle, Pistol, Shotgun, Bow and Arrow, and BB Gun and Pellet Gun. The location of these activities will include the Inland Fish and Game Range, The Perris Hill Pistol Range, and possibly other near-by ranges. Participants can select the areas they wish .to participate in. The ratio of students to Instructors will be 5 to 1. Guns, ammo, and targets will be provided. CALL HOWARD E.
