On January 23, 1995,the Commission asked staff to obtain additional information regarding removal of the sign. ------------------------------------------------------------------------------------------------------------------------------------------- Recommended Motion(s): (Community Development Commission) MOTION: That the Community Development Commission purchase the Gannett Outdoor sign structure and lease rights for$75,000 with Gannett to remove said sign structure at its expense;further that the Commission increase the Agency budget accordingly and authorize the Acting Director to execute all necessary documents. It was reported to the Commission that staff expected the possibility that it could cost as much as $10,000 to demolish the sign and to pay for miscellaneous acquisition and demolition expenses. That belief was based upon the attached proposal from Quiel Bros. Sign Co., Inc. of San Bernardino. Quiel Bros indicates that it is willing to remove the sign for $6,830. On January 23, 1995, the Commission requested that staff ask other sign companies if they would be interested in buying the sign for relocation to some other site. Staff contacted two additional companies, General Outdoor Advertising in Ontario and Heywood Outdoor Advertising of California in San Bernardino. General Outdoor specializes in billboards in the Inland Empire and Heywood Outdoor operates billboards in San Bernardino and the surrounding area. General Outdoor indicated that it would not be interested in buying the sign. It would, however, be willing to examine the possibility that the scrap value of the sign would cover the cost of its removal. General said the sign, now thirty years old, could not be reused without extensive testing of all steel members. The sign would then have to be reengineered and strengthened to bring it to current standards. All in all, the liabilities would be too great as compared to building with new materials of known strength. This was confirmed independently in conversations with a ' steel fabrication contractor who also said that the steel in the sign was worth approximately one penny per pound. Mr. Heywood indicated that he would be interested in relocating the sign if the City would grant it a new location in another part of the City. City Planning staff has previously said that this is not possible. Mr. Heywood said that he would look at the sign and call back if he was interested. No call was received and staff has not been able to reach Mr, Heywood despite followup calls. Staff will report verbally if any additional information is received. Meanwhile, the Commission also asked staff to obtain a more definite date for removal of the sign if it completes the agreement with Gannett Company. Gannett indicated that a precise date would depend upon the date the Agency performs under the agreement. Gannett also said that it was willing to allow the Agency to remove the sign as Gannett apparently feels the scrap value of the sign is only approximately equal to the cost of its removal.
