Further,as directed,several scenarios for the development of a facility were presented to the Commission. Motions were made to proceed with Scenario"C,"the development of a new Central Police Facility,at the 7th and"D"Street location. Motions were continued until December 7, 1992. On April 5, 1993,the Community Development Commission held discussion on this item to review and reevaluate the project. At the time,the item was continued for two(2)weeks. On April 19, 1993,the Community Development Commission received and filed a staff report concerning development of the new Central Police Facility,and reaffirmed its intention to proceed with the project. i Recommended Motions(s)Continued: MOTION B: That the Community Development Commission authorize the Acting Director to develop and execute an agreement with Integra Engineering,Inc.in an amount of$70,970,for engineering services related to the construction phase of the project and for services related to revisions in the project's design,and that the Community Development Commission authorize the sum of$10,000 as a contingency factor to cover potential changes in the scope of services required during the course of construction of the new Central Police Facility development project,for a total not to exceed amount of$80,970. ------------------------------------------------------------------------------------------------------------------ BJL:JPZ.dle:geotech.cps COMMISSION MEETING AGENDA MEETING DATE: 02/06/1995 Agenda Item Number: ECONOMIC DEVELOPMENT AGENCY STAFF REPORT ------------------------------------------------------------------------------------------------------------------ CENTRAL POLICE FACILITY-GEOTECHNICAL AND ENGINEERING SERVICES This report seeks Community Development Commission authorization to develop and execute professional service agreements with the ferns of Geotechn ical Professionals,Inc., and Integra Engineering,Inc.for geotechnical and engineering services related to the construction phase of the Central Police Facility project, and for services related to revisions in the project's design. To provide the geotechnical services required to complete the project,it is necessary to execute an agreement with Geotechnical Professionals,Inc.in an amount of$20,000 and to approve a contingency factor in the amount of$2,500 to cover potential changes in the scope of services,for a total not to exceed amount of $22,500. To provide the engineering services required to complete the project,it is necessary to execute an agreement with Integra Engineering,Inc. in an amount of$70,970 and to approve a contingency factor in the amount of $10,000 to cover potential changes in the scope of services,for a total not to exceed amount of$80,970. BACKGROUND At the Community Development Commission meeting of December 7, 1992, the Commission approved Scenario"C"for the development of a new Central Police Facility adjacent to 701 North"E" Street. At this meeting,staff was given the direction to enter into professional agreements as necessary to complete the design of the facility and the development of final construction documents. This direction to staff was further specified in a memorandum,dated April 19, 1993,from Mayor Holcomb to the Executive Director of the Development Department. In accordance with this direction, staff enlisted Geotechnical Professionals, In., and Integra Engineering,Inc.,to provide needed geotechnical and engineering services,respectively. At that time, it was recognized that complete contractual agreements for the duration of the project could not be entered into with several of the project consultants due to the"fast track"development of this project and also because the construction management method of construction utilized on this project essentially started construction before the design was 100%complete. As a result of this situation, it was anticipated that staff would return to the Commission with revised figures for the various consultant agreements necessary to complete the project in a timely,efficient and cost effective manner. CURRENT ACTION/REQUIRED SERVICES The current action requested, if approved,will provide staff with the required services necessary to complete the geotechnical and engineering portions of the project. To date the performance of these firms has been satisfactory. For these reasons,it is recommended that the form motions be adopted. Staff reconunends adoption of the form motions.
