STAFF REPORT
Current City law grants the Carousel Mail security the power
to enforce Municipal Code provisions relating to business
registration, litter, sound and sound amplifying devices, refusing
to leave a public building, parking limitations and obstructing
streets and sidewalks.
It has been suggested that this authority should be expanded
to include the enforcement of all provisions of the Municipal Code
as they occur within the Carousel Mall and the surrounding parking
area. This would grant them authority to enforce ordinances such
as those prohibiting possession of marker pens by juveniles.
