CITY OF SAN BERM,_ADINO — REQUEST F%..oiq COUNCIL ACTION STAFF REPORT The existing water mainlines , located on Tippecanoe Avenue, "C" Street and Del Rosa Drive , are in poor condition, with a remaining useful life of as little as 5 to 10 years before replacement would be necessary , It was suggested that, instead of replacing the existing water valves at this time,- it would be more cost effective to abandon the entire existing water mainlines and tie into the new 20-inch water mainline This would require terminating the existing water lines at various locations throughout the project area, however it will eliminate the need to perform extensive repairs and possible replacement in the near future. It is estimated that if this work is deferred until a later date, the cost of abandoning the existing line and connection to the new line would be from $400 ,000 . 00 to $500 , 000 . 00 . The total project cost included an amount of $845 ; 000 . 00 for contingencies , which can be used to finance the cost of this additional work. Funds to finance the increase of $150 , 000 . 00 in the contract price, from $4 , 590 , 498 . 87 to $4 ,740 , 498 . 87 , will be provided from the following sources : Federal Economic Development Administration Grant --- 750 Inland Valley Development Agency --------------------- 250 No City funds will be used to finance the cost of this extra work. ' This work has been discussed with the project representa- tive from the Economic Development Administration, and has received concept approval. A copy of Contract Change Order No. 6 (Revised) has been faxed to this representative , and we are striving to secure verbal approval. At their meeting of 12-14-94 , the IVDA Board approved the abandonment of the existing line and connection of the existing distribution lines to the new 20-inch water main. All costs will be charged to Account No. 242-362-57291 . We recommend that revised Contract Change Order No. 6 be approved. 12-14-94 5-0264 FEDERAL PROJECT NO. 07-49-02680 CONTRACT CHANGE ORDER NO. 6 Revised DATE: 12114/94 Agreement Date: 217194 NAME OF PROJECT: NORTON AIR FORCE BASE STREET IMPROVEMENTS OWNER: CITY OF SAN BERNARDINO CONTRACTOR: MATICH CORPORATION The following changes are hereby made to the CONTRACT DOCUMENTS: The replacement of existing water valves, as authorised by Contract Change Order No. 6 (on a time and material basis not to exceed $60,000) is hereby rescinded, and authorisation is granted to the Contractor to abandon the existing water distribution lines within BIC$$ Street and Del Rosa Avenue rights-of-way, as directed by the Engineer, (on a time and materials basis not to exceed $210,000) , for a net increase in the contract price of $1501000. Justification: The existing water distribution are steel, which have a useful life of about 50 years. It has been estimated by the City Water Department that these lines have an anticipated useful life of about 5-10 years. A determination has been made that it would be cost effective to abandon these water lines, and use the new 20- inch water main being installed under project. This work was not included in the contract documents, since the type and condition of the existing lines were not known at that time. The extra work will be done on a time and materials basis, since the extent is indeterminate at a total price not to exceed $210,000, which represents a net increase in the contract price of $150,000. Page 1 Change to CONTRACT PRICE: Original CONTRACT PRICE: $ 4,113,313.00 Current CONTRACT PRICE adjusted by previous CHANGE ORDER $ 4 ,530,498.87 The CONTRACT PRICE due to this CHANGE ORDER will be increased by: $ 150,000.00 The new CONTRACT PRICE including this CHANGE ORDER will be $ 4,680,498.87 Change to CONTRACT TIME: The CONTRACT TIME will be increased by (to be determined) calendar days. Approvals Required: To be effective, this Order must be approved by the Federal agency if it changes the scope or objective of the PROJECT, or as may otherwise be required by the SUPPLEMENTAL GENERAL CONDITIONS.
