Description) Finance: Council Notes: 75-0262 Agenda Item No. ZQ oilw CITY OF SAN BERNA --" DINO - REQUEST FC ' COUNCIL ACTION STAFF REPORT On November 18, 1991 , an Agreement ;.,as approved with REALCO CONSULTANTS to provide services for the acquisition of right-of-way necessary for widening the East side of Tippecanoe Avenue between Hardt Street and Laurelwood Drive. This action was undertaken due to the fact that when the area was annexed in September of 1990, the Countv had already initiated a project to �%-iden Tippecanoe Avenue. The project was expanded, as authorized by the Agreement between the City and REALCO CONSULTANTS, to include the acquisition of four (4) additional parcels to facilitate the widening of Tippecanoe from Redlands Boulevard to Laurelwood Drive. As Tippecanoe Avenue is a major street and is subject to some future Federal or State funded program, it is necessary to follow the guidelines of the Uniform Relocation Assistance and Peal Property Acquisition Policies Act of 1970 in acquiring this right- of-way. Therefore, this office has obtained the necessary Appraisal Report and has taken all the necessary steps to comply with the act. This item was to be placed on the agenda for the meeting of September 7, 1993, however, the project was placed in the TIP program which just approved in November of this year. We have contacted REALCO CONSULTANTS to update the pertinent appraisals. Having done so, they found that there has been no identified factors suggesting or dictating any amendment. to the amounts of just compensation which were established in the appraisal dated July 23, 1993. This office has reviewed the appraised values submitted by the Appraiser and found them to be realistic in view of current pricing trends. Therefore, we recommend the Appraiser's determination of fair market value be accepted and that the Resolution be adopted.
