The change allowed us to go to competitive bid for such sales without having to put an item on the ballot and stated that Many parcel under the appraised value of $2,000 could be sold without the competitive bid process. As time passed and the value of real estate in the City escalated, the restriction of $2 ,000 placed upon non-bid sales of land has become unrealistic. From time to time, the City has remnants of land which are saleable but their value exceeds $2,000. It is very rare that any land in this valley would sell for less than $2,000. Many of these parcels are too small to build on and are only saleable to an adjoining owner. To allow the City- some reasonable leeway in dealing with it's real property without undo procedures, it is recommended that the restriction placed upon non-bid procedure sale of land be increased from $2,000 to $25,000 and that the sale of land to a public agency, regardless of price, be made without competitive bids. It is therefore recommended that the Resolution be adopted which would place a measure on the next election to reflect the Charter change. -0264
