Synopsis of Previous Commission/Council/Committee Action(s):
On February 18, 1991, the Community Development Commission adopted
Resolution 5369 authorizing signers and counter signers for Agency
checks and vouchers.
On November 7, 1994, the Community Development Commission adopted
Resolution 5413 designating check signers and counter signers for
Agency checks and vouchers.
On January 12, 1995, the Redevelopment Committee discussed and
recommended adding Commission Member Pope-Ludlam as co-signer and
appointment as Vice Chairman of the Agency.

CITY OF SAN BERNARDINO DESIGNATING CHECK SIGNERS AND
COUNTERSIGNERS FOR REDEVELOPMENT AGENCY OR ECONOMIC
DEVELOPMENT AGENCY CHECKS AND VOUCHERS; DESIGNATING
COMMISSION MEMBER VALERIE POPE-LUDLAM AS VICE CHAIRMAN OF
THE COMMUNITY DEVELOPMENT COMMISSION; AND REPEALING
RESOLUTION NO. 5413.

Authorized Check Signers
On November 7, 1994, the Community Development Commission adopted
Resolution 5413 designating Timothy C. Steinhaus, Secretary of the
Commission, as the principal signatory of Agency checks and vouchers,
with Susan M. Morales, Assistant to the Agency Administrator, as the
alternate signatory. All Agency checks and vouchers require the second
signature of the Mayor, who serves as the Chairman of the Commission.
Prior to the creation of the Economic Development Agency, all
Redevelopment Agency checks and vouchers required the signature of the
Executive Director of the Agency as the principal signatory, and the
Deputy Director of the Agency as the alternate. All checks and
vouchers required the counter-signature of the Mayor, who serves as the
Chairman of the Community Development Commission, with the Vice
Chairman of the Commission signing as the Mayor's alternate.
Upon the direction of the Commission, this item was brought forward to
the Redevelopment Committee for discussion and possible action. The
Committee recommended that Commission Member Valerie Pope-Ludlam be
appointed as the Vice Chairman of the Agency, and that Commission
Member Pope-Ludlam be added as the Mayor's alternate signatory.
Based upon the Committee's recommendation, staff recommends adoption of
the form motion.

6 WHEREAS, Resolution No. 5413 adopted November 7, 1994,
7 designated that Agency checks will be signed by the following:
8 Chairman Tom Minor, who serves as Chairman of the Community
9 Development Commission of the City of San Bernardino; and
10 WHEREAS, Resolution No. 5413 designated that Agency checks
11 will be countersigned by one of the following: Secretary of the
12 Commission, Timothy C. Steinhaus, or by the Assistant to the Agency
13 Administrator, Susan M. Morales; and
14 WHEREAS, the Community Development Commission now desires
15 to provide for different signers, and to designate Commission Member
16 Valerie Pope-Ludlam as Vice Chairman of the Community Development
17 Commission;
18 NOW, THEREFORE BE IT RESOLVED, DETERMINED AND ORDERED BY
THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO

AS FOLLOWS:

21 SECTION 1. All Redevelopment Agency or Economic
22 Development Agency checks shall be signed by Chairman Tom Minor, who
23 serves as Chairman of the Community Development Commission of the
24 City of San Bernardino, or by Vice Chairman Valerie Pope-Ludlam.

9 designated as the Vice Chairman of the Community Development
Commission.
