One of the requirements for performing construction work on a super- fund site is that a Health and Safety Plan (HASP) be prepared. The IVDA engaged Tom Dodson to prepare the required HASP for Phase II (installation of a 20-inch water main and upgrading a booster station) of the improvements to be installed on Norton A.F.B. under the grant from the Federal Economic Development Ad- ministration. This HASP stipulates that a qualified Health and Safety Officer (HSO) be present whenever any excavation work is being done. All excavated materials must be examined by the HSO to ascertain if hazardous materials are present. The HASP states that the Air Force will remediate any hazardous materials en- countered, at their expense. Requests for Proposals were sent by IVDA to three (3) Environmental Consulting Firms. The proposal by Clayton Environ- mental Services, Inc. has been accepted by IVDA as being the best qualified at this time to provide the mandated HSO services for Phase II, of the improvements to be installed under the EDA Grant. A copy of the proposal from Clayton Environmental Con- sultants, Inc. is attached for reference. A standard form Agreement for Professional Services has been prepared to cover the services to be provided by Clayton Environmental Consultants, Inc. This Agreement provides, in general, that the Consultant will provide site HSO services as stipulated in the HASP, for a fee of $60. 00 per hour for pro- viding each HSO, plus $12.50 per hour for equipment, at a total cost not to exceed $55 ,000. 00 . Funds to finance the costs incurred under this Agreement will be provided from the following sources: U.S. Department of Commerce, Economic Development Administration Grant - - 75% Inland Valley Development Agency - - 25% All costs incurred for HSO services will be charged to Account No. 242-362-57291 , and reimbursed from the above listed sources. We recommend that the Agreement for Professional Services be approved. 01-02-95 '5-0264
