On July 17, 1993, the Mayor and Common Council approved $50,000 in HOME funds for the payment of additional costs required by the City Development Code to complete the project. In November 1993 the Mayor and Common Council approved $26,000 in Low/Mod Funds for Option House Transitional Housing to complete the project by covering additional costs required by the installation of a donated replacement unit and change orders that resulted therefrom, as well as a change order for rehabilitation of a second unit. In October 1994, the west unit was destroyed due to an explosion and fire. This unit will be replaced by the insurance carrier for Option House with no request for Agency funds. In addition, City Building Inspection Division of the Planning and Building Services Department is requiring that changes be made to prepare the east unit for occupancy, as well as improve the drainage by replacing the cement and provide a new gas line for both units. These items will be paid by the funds requested herein. CURRENT STATUS: Option House has requested assistance with the changes to the east unit and other improvements to the site. Staff requested bids from three mobile home contractors to repair the unit and to meet City Building Inspection code requirements. Staff analyzed the two bids that were submitted and provided copies of the bids to Option House staff. The bids ranged from $9,841.00 to $15,685.00. Staff of the Agency and of the Building Inspection Division have determined that the sum of $19,000.00 ($15,685 plus a 20% contingency of $3,137 = $18,822, rounded to $19,000) would be required to complete this project. Staff determined that the bid for $9,741.00 was non responsive. (See attached list of description of work to be performed and bid breakdown.) Previously, the Agency participated in the initial bids for the original construction. Agency staff and Option House prepared the work description and solicited bids on behalf of Option House. The contract will be between Option House and the contractor selected. We, however, accept only with the understanding that the Transitional Housing Project will be completely finished per original contract . Whereas I , Veleata Scott was present at the last Commission meeting (and heard our item would be tabled until the next meeting) , I was not informed of the February 23, 1995 meeting date. And, paperwork left in my office by Ms. Daniels consisted of two bids only (one was duplicated) .
