allocation of $45 , 000 , in 1994/95 Program approved.
07-18--94 - Plans approved and authorization granted to
advertise for bids .

Recommended Motion:
1 . That the transfer of $33 , 000 from the reserve account to
Account No. 100-8067202 , "Improvement to Meadowbrook Boxing
Facility, " be approved.
2 . Adopt resolution.

Award of Contract
Construction of Showers, Toilets & Flooring
Meadowbrook Boxing Facility
Bids for improvements to the Meadowbrook Boxing Facility were
opened at 2 : 00 p.m. Tuesday, October 25 , 1994 .
A total of 3 bids were received, ranging from $57 , 871 . 00 to
$70 , 269 . 00 . The low bid of $57 , 871 . 00 is 148% over the
Architect/Engineer' s estimate of $23 , 250 . 00 .
Below is the total estimated project cost based upon the actual
low bid price:
Construction Contract $ 57 , 871 . 00
Architect' s Design Fee (P. 0. 10831) 7 , 300 . 00
Contract Administration & Insp. (W.0. 1898) 2 ,500 . 00
Sub-Total $ 67 , 671 . 00
Contingencies (15%) ± 10 , 329 . 00
TOTAL ESTIMATED PROJECT COST $ 78 , 000 . 00
Funds have been allocated under Account No. 100-8067202 in the
1994/95 Community Development Block Grant Program, in the amount
of $45 , 000 . 00 . An additional allocation from the CDBG Reserves
Account in an amount of $33 , 000 will need to be made to fully
fund the total estimated project cost.
This project was originally requested and funded in the 1990/91
CDBG cycle, but was severely underfunded. After the architect
completed design work and a more accurate estimate was made, the
original funding was withdrawn and a new application was filed
for the 1994/95 cycle. However, upon advertising and opening
bids , only limited response was received and all bids were sig-
nificantly above the architects estimate. Further delay in this
project could have even greater impacts on the cost.
Therefore, we recommend that supplemental funding, in the amount
of $33 , 000 be provided, and a contract awarded to the low bidder.
