STAFF REPORT
On October 22, 1992, Resolution 92-407 was adopted, authorizing Mayor W.R. "Bob"
Holcomb to make application for and to secure surplus property at Norton Air Force
Base for public park and recreation purposes.
A'Quitclaim Deed of surplus property was recently presented to the City by the United
States of America. Resolution 92-407 specifically names W.R. Holcomb, the mayor at
that time, to do all things necessary to complete the acquisition of this property. In
reviewing this matter, the City Attorney's office indicated that the item will need to
be submitted to the Mayor and Council to authorize execution and acceptance of the
Quitclaim Deed and agreement by the current Mayor.
The Quitclaim Deed also contains certain conditions regarding the removal of lead
based paint from the buildings, compliance with Federal, State and local laws relating
to asbestos and compliance regarding handicapped accessibility. There are certain
other conditions that are basically administrative in nature. The cost of complying
with these requirements is unknown at this time.
The attached Resolution authorizes and directs the Mayor to execute, on behalf of the
City , acceptance of a Quitclaim Deed for certain surplus real property on Norton Air
Force Base and agreement to conditions set forth therein.
We recommend that authorization to execute this document be granted.
