HomeMy WebLinkAbout01- City Administrator C I T Y O F S A N B E R N A R D I N O INTEROFFICE MEMORANDUM CITY ADMINISTRATOR'S OFFICE DATE: March 2 , 1995 TO: The Mayor and Common Council FROM: Shauna Clark, City Administrator SUBJECT: Meet and confer with all bargaining units regarding budget COPIES: Director of Personnel ------------------------------------------------------------------- The city has three options for reducing the projected 1995/96 budget shortfall: (1) tax/fee increases, (2) cutting service levels through elimination or reduction in programs, and (3) reducing the cost of providing services through reductions in employee compensation. As (2) and (3) , above, may affect employee compensation and working conditions, this is a request for authorization to meet with employee bargaining units to discuss the following: General Mid-Management, Management (non-safety) mandatory furloughs rollback on what city pays to PERS for employees' share two-tier retirement elimination of city-paid life insurance potential layoffs voluntary early separation program Police and Fire Management All of the above except mandatory furloughs Police Officers Association potential layoffs voluntary early separation program Firefighters Association potential layoffs If you concur in this direction, I request that the following motion be made in open session: Motion: That the Director of Personnel be instructed to meet with appropriate employee bargaining units to discuss the following: mandatory furloughs, a rollback on what city pays to PERS for employees ' share, a two tier retirement system, elimination of life insurance benefit, potential layoffs, voluntary early separation program.
