Description)Police FY 1998/2000 Local Law Enf Block Grant Finance: Council Notes: 51-3/qJ Agenda Item No.II CITY 'OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT SUBJECT: Resolution of the City of San Bernardino authorizing the purchase of mounting hardware, the installation of the mounting hardware, the purchase of software and the activation of the communications line for the Police Department's new Mobile Data Computers (MDC's). BACKGROUND: Resolution #98-218, ratified on July 21, 1998, authorized Mayor Judith Valles to submit an application to accept the FY 1998 Local Law Enforcement Block Grant award on behalf of the Police Department. The grant provided approximately $988,819.00 in state and federal funding to replace a portion of the Police Department's aging Motorola Mobile data Terminals (MDT's). Resolution #99-05, ratified on January 11, 1999, authorized the purchase of 73 Motorola MDC's in accordance with Bid Specification#F99-26. In December 1998, the Police Department contacted Mr. John Stewart of Stewart Products in Chino California. He was the original designer of the modular emergency equipment consoles in our "black and white" pursuit vehicles. The original manufacturer no longer provides these devices. After meeting with him, he proposed a conversion plan that would enable us to mount our new MDC's and use the recent competitive bid from the Los Angeles Police Department (LAPD Bid/Contract#K70020)to purchase the equipment at a discount. This purchase will replace only the essential hardware items necessary for the conversion. By using Stewart Products, we will be able to reuse parts of our existing consoles because the parts are interchangeable between our existing consoles to the most current replacement unit. The LAPD Bid/Contract provides pricing discounts based on ordering 1500 units. We would not be able to match this discount if we bid the purchase alone. Purchasing off the LAPD Bid/Contract will save us $34,368.40 (almost 60 percent savings). When the $1460.00 in trade-in credit is added, we save a total of$35,828.40 from the retail price of this equipment. A total of$47,604.00 in grant funds will be expended on this portion of the project. The San Bernardino County 800 MHz Group will do the installation of this hardware. The 800 MHz Group is our existing contracted radio equipment maintenance vendor. Included in the installation price are necessary modifications to the vehicle electrical protection package and the interior lighting configuration. A total of $46,866.00 in grant funds will be expended on this portion of the project. The San Bernardino County 800 MHz Group will also provide the radio based connection between our MDC's and our CAD System. The one time setup cost for initializing this connection is $5,948.00. Grant funds will cover this cost. The software that will manage the actual dispatching of units will be purchased from Tiburon, Incorporated. Tiburon, Inc. is our existing contracted Public Safety Automation (CAD and RMS) software vendor. This is an add-on module to our present Y2K compliant software package that costs $108,299.00 and will be covered with grant funds. There are other software vendors who provide MDC communications software. However, there would be additional integration costs associated with outside vendor software. These purchases have already been presented to the MIS Committee and received their approval on February 10, 1999. FINANCIAL IMPACT: There will be no impact on the City's General Fund. The Police Department will be using a total of$208,717.00 in funds from the FY 1998/2000 Local Law Enforcement Block Grant for this portion of the MDC Project. The Mayor and the City Council earmarked these funds for this purpose. RECOMMENDATION: Having been determined to be most advantageous to the City, it is therefore recommended that the purchase of 73 MDC mounts and center consoles be purchased from Stewart Products of Chino, California, that the MDC software be purchased from Tiburon Incorporated and that the San Bernardino County 800 MHz Group install the hardware and setup the radio connection for the new devices. I RESOLUTION NO. 2 RESOLUTION OF THE CITY OF SAN BERNARDINO APPROVING PURCHASE 3 OF MOUNTING HARDWARE FOR THE POLICE DEPARTMENT'S NEW MOBILE DATA COMPUTERS, THE INSTALLATION OF THE NEW MOUNTING HARDWARE, 4 THE PURCHASING OF THE MDC SOFTWARE AND THE ACTIVATION OF THE MDC RADIO LINK. 5 6 BE IT RESOLVED: 7 SECTION 1. That the Mayor and Common Council approve the purchase of 73 sets of 8 MDC mounting hardware as outlined in the Police Department's request for purchase, from 9 Stewart Products in Chino, California. The purchase shall not exceed $47,604.00 and shall be 10 funded out of the 1998/2000 Local Law Enforcement Block Grant, which is already on deposit 11 with the City of San Bernardino. 12 13 SECTION 2. That the Mayor and common Council authorize the Police Department to 14 have the mounting hardware installed by the County of San Bernardino's 800 MHz Group. 15 Authorize the Purchasing Manager to issue a purchase order to the San Bernardino County 800 16 MHz Group in an amount not-to-exceed $46,866.00 to cover the costs of installation and 17 associated materials/supplies. This purchase shall be funded out of the 1998/2000 Local Law 18 Enforcement Block Grant, which is already on deposit with the City of San Bernardino. 19 SECTION 3. That the Mayor and common Council approve the purchase of Tiburon 20 21 Incorporated's MDC software for use with these new MDC units. Authorize the Purchasing 22 Manager to issue a purchase order to Tiburon, Incorporated in the amount of exceed 23 $108,299.00 to cover the cost of this software license. That the Mayor common Council approve the purchase of the j networking hardware necessary to activate the radio data connection for the new MDC units. i 6 7 Authorize the Purchasing Manager to issue a purchase order to the San Bernardino County 800 g MHz Group in an amount not-to-exceed $5,948.00 to cover the one-time costs associated with 9 setting up this connection. This purchase shall be funded out of the 1998/2000 Local Law 10 Enforcement Block Grant, which is already on deposit with the City of San Bernardino.
