Finance: Council Notes:___/56',__e_ ZI y9y 0 0 3 Agenda Item No. CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Approval of Plans and Authorization to Advertise for Bids for rehabilitation of pavement on Highland Avenue from Route 259 to Waterman Avenue per Plan 9969. Background: A budget estimate for this project was made several years ago as part of a previous five-year Capital Improvement Plan. The project was carried forward with the original budget estimate, and was not updated to include the costs associated with the current requirement for handicap ramps, and for repair of severely deteriorated areas of pavement. Funding in the amount of $241,000 was approved in the FY 1998- 99 Capital Improvement Project budget for the rehabilitation of Highland Avenue from Route 259 to Waterman Avenue. Additional funding in the amount of $279,000 will be needed to complete this pavement rehabilitation project. An option which would reduce the cost of the project by an estimated $70,000 would be to delay rehabilitation of the section between Sierra Way and Waterman. This portion of the roadway was rehabilitated about ten years ago, and is still is acceptable condition. In the event that this option is selected, the intersections at Sierra Way/Highland and Waterman/Highland, which are in bad condition, would be included in the rehabilitation project, as would the installation of handicap ramps at those intersections. Plans and specifications are complete and the project is ready to advertise. This project consists of cold milling (grinding) of the pavement, structural repair of failed areas, overlay with 1.5 inches of rubberized asphalt concrete pavement, handicap ramps, restriping and replacement of traffic signal loops. This project will follow the Highland Avenue Streetscape project so that the new pavement will not be cut. The estimated total project cost is as follows: Construction Contract: $453,417 Engineering (W.O 7127) $ 6,374 Contract Administration & Inspection (10% ±) 16,296 Subtotal: $476,087 Contingencies (Approx. 10%) 43,913 Total: $520,000 We estimate that construction can start in July 1999 and be completed by October 1999. Financial Impact: Staff design time has been charged against this account, leaving a balance of approximately $234,500 in Account No. 129-367-5504-7127 for the Highland Avenue Pavement Rehabilitation from Route 259 to Waterman from the FY 98/99 budget. This amount is more than adequate to cover the cost of staff time, testing and payments to contractors through June 30`h of this year. Additional funds in the amount of$279,000 will be allocated in the FY 1999/2000 Capital Improvement Program budget for this project to cover the balance of the project cost. These monies will be available from our FY 1999/2000 allocation of Measure "I" (1/2 cent sales tax) funds.
