Program Budget for the installation of a Traffic Signal at the Intersection of Richardson Street and
San Bernardino Avenue.
Recommended Motion:
Approve Plan No. 9938 for the installation of a Traffic Signal at the intersection of Richardson Street and
San Bernardino Avenue and authorize the Director of Development Services to Advertise for Bids.

STAFF REPORT
Subject: Authorization to Advertise for Bids - Installation of a Traffic Signal at the Intersection of
Richardson Street and San Bernardino Avenue per Plan No. 9938.
Background: As part of the adopted FY 1998-1999 Capital Improvement Program the Mayor and
Common Council approved installation of a Traffic Signal at the intersection of Richardson Street and San
Bernardino Avenue. Plans and specifications for this project are complete and ready for approval. See
Exhibit "A" for a location map.
The City Traffic Engineer has determined that this signal is warranted based on traffic volume and
proximity to Victoria Elementary School which is located approximately '/2 mile South of the intersection
on Richardson Street.
In addition to the traffic signal, the project will include installation of sidewalk along the east side of
Richardson Street. Currently there is no sidewalk and the school children are required to walk in the dirt
to get to and from school. Handicap ramps will also be installed along the pathway and at the
intersection.
The estimated project costs are as follows:

Financial Impact: We are proposing to allocate $123,000 from the FY 1999-2000 Fund 250 (Traffic
System Fee Budget) to pay for the traffic signal and $44,000 from the FY 1999-2000 Fund 129 (Measure
"I" - '/2 cent sales tax) to fund the sidewalk construction.
These funding requirements will be adjusted when bids are received and accurate costs are available.
Final budget adjustments will be recommended when the award of contract is brought back to the Mayor
and Common Council for approval.
Recommendation: That the Mayor and Common Council approve Plan No. 9938 for the installation of a
Traffic Signal at the intersection of Richardson Street and San Bernardino Avenue and authorize the
Director of Development Services to Advertise for Bids
