Arguments for the zone change were supported in part by a market study prepared by the Concord Group, an independent market research firm. When the issue of rezoning was initially considered Planning Department staff asked if the Economic Development Agency (EDA) could finance the cost of the market study. After soliciting proposals and interviewing prospective consultants, the Concord Group was selected and placed under agreement to conduct the study. A purchase order was used since the original cost was less than $25,000. Following receipt of the study, a series of briefings were held with representatives of the Planning Department, City Attorney's office, Mayor and Council offices. The extent of the meetings went beyond the original scope of work authorized under the purchase order. Thus the consultant billings for time spent have exceeded the $25,000 authorized under purchase order by $7,800. Planning Department and City Attorney staff agree that the costs are appropriate and incurred to benefit of the City. RECOMMENDATION It is recommended that the Commission authorize additional payment for services in the amount of$7,800 to the Concord Group.
