Description) Finance: Council Notes: Agenda Item No. CITY OF SAN BERNARDINO — REQUEST FOR COUNCIL ACTION STAFF REPORT SUBJECT: American Medical Response and City Fire Department are requesting authorization to enter into a 180-day pilot program regarding enchanced pre-hospital paramedic service. BACKGROUND: Fire Department staff and American Medical Response (AMR) personnel have been meeting for months regarding coordination of a public private partnership. The Fire Chief recommends the Fire Department and AMR enter into a 180-day pilot program, with a target start date of May 1, 1999. The program will primarily consist of reconfiguring the City's placement of paramedic personnel and relaxing the ambulance arrival time. The City has received approval from Inland Counties Emergency Medical Authority (ICEMA) and Dr. Salinas to enter into the pilot program. If the pilot program proves to be of value from a patient care standpoint, ICEMA will approve continuance of the program on a permanent basis. Approximately 44% of the City's current emergency medical aid victims must wait for a second engine to arrive to receive paramedic service. Under the proposed pilot program, all of the medical aid victims would receive paramedic service with the first arriving engine; thereby, providing earlier paramedic intervention with a resulting higher probability of a more positive outcome. In addition, the "packaging" for transport of the patient will be completed earlier, which will improve arrival time at the hospital. FINANCIAL IMPACT: The cost of additional Advanced Life Support equipment and paramedic pay will be borne by AMR. RECOMMENDED MOTION: 1.
