Description) Finance: Council Notes: X19 q9 Agenda Item No. CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Request for Authorization to Proceed with a study to close Broadmoor Boulevard at 30" Street. See attached Exhibit "B" for a location map. Background: A letter (Exhibit "A"), dated March 25, 1999, from Brian Hanitchek, 3003 Broadmoor Boulevard, San Bernardino and a petition signed by residents was submitted to the City requesting closure of Broadmoor Boulevard at 301h Street. A non-refundable administrative fee in the amount of $500 has been received as required by City Policy. If the Mayor and Common Council approve this request for authorization to proceed, the proponents will be required to pay an additional non-refundable administrative fee of $500 to continue the process. Broadmoor Boulevard is a two-lane (one lane each direction) divided residential street between 301h Street and Marshall Boulevard. The length of this reach of Broadmoor Boulevard is approximately 1,300 feet. The westbound off-ramp from Route 210 (formerly Route 30) to Waterman Avenue intersects 301h Street on the south side approximately 200 feet east of Broadmoor Boulevard. The proponents feel that some northbound motorists exiting the freeway use Broadmoor and Marshall Boulevards as shortcuts to avoid the traffic signal at the intersection of Waterman Avenue and 30`h Street. The Development Services Department will seek input from the various public agencies and City departments serving the area, including the Fire and Police Departments. Based on these responses, Development Services will prepare a report in accordance with the City's policy on closure of City streets. A public hearing may be set before the Mayor and Common Council at a subsequent council meeting. After the public hearing, the Mayor and Common Council may approve or deny the application for closure. If the closure is ordered at a subsequent meeting of the Mayor and Common Council, then City Policy requires that funding to cover the cost of construction of the closure be identified with the approval. A possible solution to this issue would be to prohibit northbound traffic on Broadmoor with reconfiguration of the curb, and yet still allow southbound traffic to make right-hand turns onto 30`h Street. Financial Impact: The two $500.00 administrative fees to be paid by the proponents cover all costs associated with processing the application to close Broadmoor Boulevard. Recommendation: That the Director of Development Services be authorized to proceed with a study on the closure of Broadmoor Boulevard between 30`h Street and Marshall Boulevard, and that said study be prepared in accordance with the City's policy on closure of city streets per Resolution No. 95-219.
