Signature Contact Person: Councilman McGinnis Phone: 5333 Supporting Data Attached: Ward: 3 FUNDING REQUIREMENTS: Amount: Source: (Acct No.) (Acct Description) Finance: Council Notes: Agenda Item No. ai 1/1gg C I T Y O F S A N B E R N A R D I N O On DEVELOPMENT SERVICES INTEROFFICE MEMORANDUM To: COUNCILWOMAN ESTRADA, Ward 1 From: ANWAR W AGDY, Traffic Engineer / Through: MICHAEL E. HAYS, Director of Development Services V4,f Subject: Randall Avenue at Meridian Avenue —Request for 4-Way Stop Date: March 11, 1999 File: Mayor Valles, Fred Wilson, File 13.1R1, Reading File This is in response to your Memorandum of February 12, 1999 on the referenced subject. We have been communicating with City of Colton staff on the same subject since last November. Colton took the first step in analyzing the intersection. According to their correspondence, Colton Traffic Safety Committee and their City Engineer did not find the intersection to meet the warrants for a 4-way stop. Since we share one-half of the intersection, it was requested that we conduct our own evaluation for a 4- way stop. Consequently, our staff completed an independent survey and analysis, which included traffic counts, accident history and field review. The analysis was presented to our Traffic Safety Committee on January 20, 1999. After evaluating the data presented, the Committee concurred with staff's findings and therefore recommended that the request for a 4-way stop be denied. Our staff has sent the minutes of the aforementioned meeting to Colton City Staff, making them aware of the details of our decision. A copy of the minutes is also attached for your information (please refer to Item 11). In addition, it has been suggested that a school crosswalk be installed on the south leg of the intersection to help justify the implementation of a 4-wa stop. It is unknown what was the outcome of this action. The crosswalk would be entirely within Co'tton's jurisdiction, consequently, it would not require our concurrence. It should also be noted, however, that the adding of a crosswalk does not automatically justify a 4-way stop at the intersection. Seconded: By Tom Marek and carried 1 5) ARROWHEAD AVENUE AT 25th STREET—REVIEW REQUEST FOR A CROSSWALK This request was received from Councilwoman Miller. There is a church on the northeast comer of the intersection. There is also a parochial school just north of the intersection. There is a concern regarding pedestrian activity during school hours and weekend services. There is a crosswalk protected by a traffic signal one block to the north, at the intersection of 26th Street and Arrowhead Avenue. This is located approximately two hundred feet north of the requested crosswalk location. Committee felt that a crosswalk, as requested, would provide a false sense of security for pedestrians and may discourage pedestrians from using the protected crosswalk two hundred feet north. Also, painting a crosswalk as requested would require removal of on-street parking from the frontage of residences. Motion: By Gary Kuhlman to deny the crosswalk Seconded: By Ruth Petrucci and carried Jorge Carlos voted against motion 6) 30th STREET AT FLORES STREET—REVIEW REQUEST FOR A 4-WAY STOP The Traffic Safety Committee reviewed this item in the past. Staff reviewed it most recently in October of 1998. Staff denied the request however, the complainants wanted an opportunity to provide input on this matter before a decision was made. Consequently, the item was placed on the agenda and City Staff notified the complainants. No guests showed up to hear this item. Intersection does not meet warrants for a 4-way stop. There have been no correctable accidents within the last recorded year and the traffic volumes below the required minimum to meet 4-way stop warrants. Intersection is located in a residential area. The south leg of the intersection serves a community center.,Motion: By Louis Flores to deny request for a 4-way stop. Motion: By Louis Flores Seconded:By Gary Kuhlman and carried 7) WATERINIAN AVENUE BETWEEN ALEXANDER AVENUE AND 29TH STREET— EVALUATE REQUEST FOR A "NO PARKING"ZONE WITHIN THIS AREA The Traffic Safety Committee recommended the"No Parking"zone in August of 1998. However, staff wanted to receive input from the residents of the area prior to recommending its implementation to the City Council. Staff sent out eighteen (I8) letters to the residents/property owners in this area. Two letters were returned as"undeliverable". No feedback has been received. Staff, therefore, recommends that the"No Parking"zone be implemented. Motion:_By Sgt. Bloomer to approve"No Parking"Zone Seconded : By Maria Lootens and carried 8) PINE AVENUE BETWEEN KENDALL DRIVE AND BELMONT AVENUE — REVIEW REQUEST FOR SPEED ZONE The Police Department has been receiving complaints regarding speeding on this street. Currently, there is no posted speed limit within this area, making the maximum speed limit sixty-five (65) miles per hour. Consequently, Police Department requested that the area be surveyed to determine an appropriate speed limit. There have been two (2) recorded accidents in this area between the dates of January 1, 1997 and June 30, 1998. Both of these accidents occurred near/at Pine's intersection with Irvington Avenue. Critical speeds vary between forty-seven (47) and fifty-two (52) miles per hour and average forty-nine (49) miles per hour. Staff recommends a forty-five(45) mile per hour speed limit. The section north of Belmont Avenue is posted with a twenty-five mile per hour speed limit. This will remain in place since this area is residential. Motion: By Maria Lootens to establish a forty-five(45)M.P.H.speed limit within this area of Pine Avenue Seconded: By Sgt. Bloomer and carried 2 9) PINE AVENUE AT IRVINGTON AVENUE—REVIEW REQUEST FOR 4-WAY STOP This item is related to item No. 8. It was received on the same request from the Police Department. There have been two recorded accidents at the intersection from January 1, 1997 through June 30, 1998. One of these accidents is correctable by stop signs, Intersection does not meet warrants for a four-way stop. Motion: By Tom Marek to deny Four-way stop Seconded: By Gary Kuhlman and carried 10) MERIDIAN AVENUE AT MILL STREET AND AT POPLAR STREET — REVIEW REQUEST TO RELOCATE CROSSING GUARD FROM MILL STREET AND MERIDIAN AVENUE TO MERIDIAN AVENUE AT POPLAR STREET This request was received from Kelly Elementary School located at the Northwest corner of the intersection Poplar Street and Meridian Avenue. The school feels that the existing crossing guard will be better utilized if it were re-assigned to the intersection of Poplar Street and Meridian Avenue. Traffic Engineering conducted traffic surveys at both intersections. Data shows that a crossing guard is no longer warranted at the intersection of Mill Street and Meridian Avenue. This is due to the fact the school boundary runs through Mill Street. Kids therefore do not have to cross Mill Street. At Meridian and Poplar twenty (20) kids were observed crossing in the morning peak. This is below the required minimum criteria. However,in the afternoon peak, one hundred thirty-three (133)were observed crossing. Per Sgt.Bloomer:A limit line should be painted on the south leg of the intersection to show motorists where to stop when the crosswalk on the north leg of the intersection is in use. Motion: By Tom Marek to relocate crossing guard from the intersection of Mill Street and Meridian Avenue to the intersection of Meridian Avenue and Poplar Street and to paint a limit line on the south side of the intersection Seconded: By Jorge Carlos and carried 11) Other Items A request was received from the City of Colton to review the intersection of Randall Avenue and Meridian Avenue for a 4-way sto . However, since this item is not on the agenda, the Committee needs to adopt a motion authorizing discussion of this issue. p Motion: By Tom Marek to approve the discussion of the request for a 4-way stop at the intersection of Meridian avenue at Randall Avenue. Seconded: By Jorge Carlos and carried The intersection is split jurisdiction. The City of Colton has jurisdiction over the southern half of the intersection and the City of San Bernardino over the northern half. The City of Colton made this request in response to numerous complaints regarding speeding and concern for school pedestrian safety. Garcia Elementary School is located on the southeast comer of the intersection. In the last recorded year, there have been three recorded accidents at the intersection. All three correctable by stop signs. Warrants for a four- way stop are not met. Prima,—,iv due to the low trafc volumes on the minor street approach. Committee members raised concern over the impact on traffic at :he intersection when the new County Hospital opens. Staff will monitor intersection after hospital opens. Motion: By Gary Kuhlman to deny request for a Four-way stop and to notify the City of Colton Seconded: By Louis Flores and carried 3 On December 14, 1998 the Police Department restricted turning movements at the intersection of Rosewood Drive and Tippecanoe Avenue. The east and westbound approaches were restricted to right-tums only and left-tums were prohibited for northbound traffic. Approximately two and one-half years ago the Committee recommended that a median be constructed on Tippecanoe Avenue. Staff asks the Committee to consider the following: Does Committee want to discuss this issue again. Or,does Committee want to re- affirm their last recommendation to construct a median on Tippecanoe Avenue. Motion:By Louis Flores to re-affirm Committee's last recommendation to construct a median on Tippecanoe Avenue Seconded:By Gary Kuhlman and carried Joseph Contaoi abstained 12) ELECTION OF OFFICERS FOR 1999 Gary Kuhlman nominated Louis Flores for Chairman. Maria Lootens nominated Tom Marek for Vice-chairman Nominations seconded by Jorge Carlos and carried 13) ITEMS BY COMMITTEE MEMBERS Omitted from this copy 14)REVIEW OF ACTION ITEMS Review of action items was deferred to the next meeting. 15)Next meeting date: February 10,1999 16)Adjournment Motion:By Tom Marek to adjourn meeting Seconded: By Gary Kuhlman and carried 4 Agenda Item # 21 April 19, 1999 STAFF REPORT Randall Avenue at Meridian Avenue — Request for a 4-Way Stop The intersection at Randall Avenue and Meridian presently has stop signs for eastbound and westbound traffic only. At the southeast corner of the intersection is Garcia Elementary School. Children walking to Jehue Middle School, also use the intersection. The south side of the intersection is in the City of Colton, and the north side is in the City of San Bernardino. The Traffic Safety Committees of both cities have studied the intersection. Neither committee found that the intersection met the warrants for a 4- Way Stop. On February 12, 1999, the Council Office received a letter from City of Colton Councilman Ronald J. Sanders requesting assistance to install a 4-Way Stop at the intersection to make the intersection safer for school children and motorists. The letter included a request from the Rialto Unified School District for stop signs and stripping for crosswalks at the intersection. st , ,t Mtr PPCOrd 31 aaa °trt4 NIN { d . t City f'Ic.rk1iJjt' Sec v Clt i c' AW V sit Ya t ; IA w 5 x _y i y• iK "',, a: { r ,1 "At ; b k i C4, February 11, 1999 Honorable Council Member Betty Dean Anderson, 61 Ward 300 North "D"Street crry COUNCIL San Bernardino, CA. 92418 Karl E.Gaytan Subject: Intersection of Meridian and Randall Avenues Mayor Dear Council Member Anderson: Dom J.Sanders District 1,RDA Chairman I write to you on behalf of the residents of the West Side of the City of Colton, Richard a DeLaRosa motorists who traverse on local city streets (specifically, Meridian and Randall District 2 Avenues) in San Bernardino and Cotton, and the parents and students of the Garda Elementary School. Keay J.Chastain District 3 Presently there exists a "two-way" stop sign at the intersection of Meridian and EW4 L Cook Randall Avenues. The stop signs are located on Randall Avenue, which stop both District e,RDA Vice Chair eastbound and westbound traffic. There are no stop signs on Meridian Avenue, allowing northbound and southbound traffic to proceed through the intersection at Deirdre H.Bennett relatively high rates of speed. On the East Side of Meridian Avenue just south of Ntiet s,Mayor Pro Tern Randall Avenue is the Garda Elementary School. The boundary between our two James B Grmey cities is the centerline of Randall Avenue. District s In the past few months, I have received numerous calls from constituents expressing their concerns over vehicles travelling at high speeds through the intersection with complete disregard for the school children and from those who WY MANAGER were nearly involved in accidents when motoring through the area. My initial response was to direct our engineering staff to perform a "warrant study" of the Henry T.Garcia intersection to determine if that location warrants a four way stop. Additionally, we requested that the City of San Bernardino's engineering staff review this intersection to determine if it warrants a four way stop. Much to my displeasure, the engineering reports denoted that a four way stop was not warranted although the evidenced report reflects otherwise. Please refer to the attached letter from Garcia Elementary School, dated January 21, 1999. Meanwhile the complaints from the parents of schodt children and motorists continue to pour into my office- Additionally on January 21, 1999, our City Engineer j received a letter from the Rialto Unified School District concerning traffic safety at the intersection and requesting the installation of stop signs and stripping for crosswalks. This further accentuates my feeling that it is imperative to install a four way stop at the intersection of Meridian and Randall Avenues. I am writing you this letter Honorable Council Member to solicit your assistance in making this request a reality.
