Background: The Traffic Engineering Section received complaints from residents of 23rd Street that large commercial trucks are constantly driving on their residential street. This has caused several problems such as increased noise, branches being knocked off trees and damage to the street. To resolve the situation they requested the prohibition of commercial truck use on their street. Staff evaluated the request. Trucks using this street are on their way to/from deliveries to the paint and liquor stores located on the north side of Highland Avenue just west of the Crosstown Freeway. There is a back access to these businesses through the residential streets. Trucks use this street to avoid Highland Avenue. Staff concurs with the requestors and therefore recommends approval of the request. Restrictions will not cause any hardship on the trucks as they have complete access to these businesses using Highland Avenue. Although no other complaints have been received, staff believes that if 23" Street is restricted, the trucks will simply use parallel streets to the north, or"I" Street on the east. These are also residential streets very similar to rd Street. For this reason we are requesting that these roads also be restricted. Financial Impact: Funding for installation of the truck prohibition signs will come from the general fund's signing and striping materials account. This action is considered routine; consequently, there will be no major impact to the account. Recommendation: Adopt Ordinance prohibiting commercial truck usage on "I" Street between 23rd Street and 27`' Street. Pursuant to the authority and restrictions of Vehicle Code 11 Sections 35701, et seq. , no person shall operate or drive any 12 commercial vehicle upon the following streets, and the Traffic 13 Engineer shall cause appropriate signs to be erected giving 14 notice thereof : 15 1 . Palmyra Drive between Sierra Way and Sonora Drive; 16 2 . Arlington Drive between Palmyra Drive and its terminus three hundred feet to the southeast; 17 3 . Lugo Avenue between Palmyra Drive and Ralston Avenue; 18 4 . Thirty-Ninth Street between Lugo Avenue and its terminus 19 two-hundred ninety feet to the east; 20 S . Thirty-Ninth Street between Palmyra Drive and Belle Street; 21 6 . Ralston Avenue between Waterman Avenue and Sonora Drive; 22 7 . Belle Street between Ralston Avenue and Thirty-Ninth 23 Street; 24 8 . Sonora Drive between Palmyra Drive and its terminus two- hundred sixty feet to the southeast; 25 9 .
