Description) Finance: Council Notes: 75-0262 Agenda Item No. CITY OF SAN BERK_ .RDINO - REQUEST Vill COUNCIL ACTION STAFF REPORT To continue reducing the City's waste stream going to landfills by 25% as required by AB 939, the Department of Public Services Refuse Division is proposing a six month pilot commercial cardboard recycling program for select businesses in the commercial areas of the city. Data resulting from the pilot program will be used in planning citywide recycling programs which must be in place prior to 1995. This pilot program will integrate with the City's existing commercial refuse collection program without the need for additional kinds of trucks by substituting recyclable cardboard material pickup for a portion of existing refuse pickups beginning in March 1993 . The program will service businesses which have multiple refuse bins in the central commercial area of the city. Special labelled bins with the lids locked 3" open will admit only flattened cardboard and prevent theft. On a closely monitored case basis, cardboard- only bins will be substituted for regular refuse bins at the same rental and will be serviced at the regular refuse service rate less the equivalent of the landfill tipping fee. This service discount is computed as follows: 300 lbs. average weight of cardboard per 3 yard bin x 4 . 3 weeks per month 1, 290 lbs. cardboard average per month 1, 290 lbs. cardboard 2 , 000 lbs. per ton . 65 tons diverted per bin per month . 65 tons x 36. 65 per ton (92-93 landfill rate) $ 23 .82 monthly reduction in service fee per weekly 3 yard bin The material will be collected by existing crews and equipment by making a pass through the recycling route first thing in the morning, starting with an empty truck. The material will be weighed and unloaded at a local paperstock dealer before the truck returns to service regular refuse containers on the route. Revenue from material sales will be used to offset the cost of the extra travel. 75-0264 RESOLUTION NO. 1 A RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO, CALIFORNIA, ESTABLISHING A COMMERCIAL CARDBOARD 2 RECYCLING PILOT PROGRAM. 3 WHEREAS, jurisdictions within the State of California are 4 mandated by the California Integrated Waste Management Act of 1989 5 (AB 939) to divert 25% of their solid waste stream from landfill 6 disposal by the year 1995; and, 7 WHEREAS, an evaluation of waste stream content was made in the 8 Source Reduction and Recycling Element (SRRE) and determined that 9 cardboard exists in the commercial waste stream in sufficient 10 percentage quantity to achieve significant diversion if separated 11 from the waste stream; and, 12 WHEREAS, as examination with respect to the City of San 13 Bernardino's existing refuse collection system has been made of the 14 potential for efficiently collecting cardboard separate from the 15 waste stream using commercial bin service; and, 16 WHEREAS, commercial bin refuse collection is currently provided 17 to most businesses in the City of San Bernardino; and, 18 WHEREAS, substitution of cardboard-only bin service at a 19 reduced rate in lieu of a portion of commercial bin refuse pickups 20 is a foreseeable and recommended method of diverting the majority of 21 cardboard from certain businesses while maintaining operational 22 economy; and, 23 WHEREAS, the Department of Public Services, with responsibility 24 for solid waste collection within the City of San Bernardino, seeks 25 to test the aforementioned substitution prior to citywide 26 implementation, 27 February 11, 1993 1 28 NOW THEREFORE, be it resolved that the City Council of the City 1 of San Bernardino does hereby pass, approve, and adopt this 2 resolution authorizing the Department of Public Services to conduct 3 a commercial cardboard recycling pilot program to test substitution 4 of cardboard-only bin service at a reduced rate in lieu of a portion 5 of existing commercial bin refuse pickups at certain businesses 6 within the City for a period of six months.
