Synopsis of Previous Council action:
The Mayor and Common Council approved Resolution No. 92-137, amending Resolution
No. 6413, Section Thirteen, on April 20, 1992.
Recommended motion:
1. Approve salary increase for the classification of Summer Youth Specialist, from
$8.00/hour to $9.00/hour, effective April 1, 1993.
2. Direct the Personnel Department to update Resolution No. 6413, Section Thirteen.

STAFF REPORT
George Fujiwara, Executive Director of San Bernardino Employment & Training Agency,
has requested a salary increase for the classification of Summer Youth Specialist, from
$8.00/hour to $9.00/hour, effective April 1, 1993.
This pay rate is needed for parity with the wages received by other comparative staff
positions in the Inland Empire. The ability to attract a sufficient number of qualified
applicants is critical, as Summer Youth Specialists handle caseloads of up to 60 participants.
With the possibility of more Federal monies being targeted to summer youth jobs, SBETA
has a need to hire Summer Youth Specialists on short notice, once the summer youth
program begins.
They expect to hire five or six specialists for the 1993 program.
There will be no impact to the General Fund, because this position is funded through Job
Training Partnership Act (JTPA) monies.

SUMMER YOUTH SPECIALIST

The San Bernardino Employment and Training Agency
(SBETA) requests that the hourly wage for the
Temporary/Part-Time classification of Summer Youth
Specialist be increased from the flat rate of $8.00 per hour to
the flat rate of $9.00 per hour.
Background
The SBETA administers the federally-funded Summer Youth
Employment and Training Program (SYETP). The SBETA hires
approximately 300 economically disadvantaged youth, who
reside within the City limits, and places them in City
Departments and Community-Based organizations for
part-time summer jobs.
To assist the SBETA with the hiring, training, counseling,
monitoring and payroll of the SYETP participants, the SBETA
hires 5-6 Summer Youth Specialists. The Summer Youth
Specialists are not considered participants. The Summer
youth Specialists are temporary SBETA staff positions,
recruited through City Personnel for the purpose of
administering the program. As shown in the attached job
description, the Summer Youth specialists must have reliable
transportation auto insurance and must possess both
administrative and counseling skills. Summer Youth
Specialists are primarily college students or teachers on
summer break.
Rationale for Pay Increase
The Summer Youth Specialist receives a flat rate of $8.00 per
hour with no fringe benefits.
In order to recruit an adequate number of qualified
applicants and likewise to keep pace with the wages recieved
by other comparative staff positions throughout the Inland
Empire area, a recommendation to increase the 1990
established flat rate of $8.00 per hour to a flat rate of $9.00
is submitted for your approval.
The ability to attract a sufficient number of qualified
applicants is critical as the Summer Youth Specialists are
each assigned a caseload of approximately 60 participants.
The number of Specialists is determined by the level of
federal funds received by the SBETA; this department must
have the ability to hire additional Summer Youth Specialists
from the Eligibility List. Should additional funds become
available on short notice.
Impact to the City of San Bernardino General Fund
There would be no impact to the City of San Bernardino
General Fund. The SBETA is totally funded by the federal Job
Training Partnership Act (JTPA).
Impact to the SBETA Budget
The Summer Youth Specialist's pay is funded by a portion of
Title IIB of JTPA. This fund is allocated separately from the
SBETA's year round operating budget. There will be
sufficient funds in Title IIB to fund this pay increase.
Further, the SBETA received a somewhat larger Summer of
1992 allocation as a result of the Urban Unrest experienced
the prior spring. There are $138,377.00 in carryover funds
available for hiring additional participants and additional
Specialists, as necessary.
