June 25, 1990 - Council authorized the use of the parking lot at Perris Hill Park on controlled basis. February 15, 1993 - Council Continued the item requesting use of 21st Street parking lot on regular basis to allow review by Police Department. Recommended motion: That the Parks, Recreation and Community Services Department be authorized to permit use of the 21st Street parking lot, east of the Flood Control Channel at Perris Hill Park on a regular basis as the primary parking for Perris Hill Plunge. DESCRIPTION) Finance: Council Notes: 7S•0262 Agenda Item No. CITY OF SAN BERN' DINO - REQUEST Ff : COUNCIL ACTION STAFF REPORT AUTHORIZE THE PARKS, RECREATION AND COMMUNITY SERVICES DEPARTMENT TO PERMIT USAGE OF THE PARKING LOT AT PERRIS HILL PARK ON 21ST STREET AND EAST OF THE CHANNEL ON A REGULAR BASIS AS PRIMARY PARKING FOR PERRIS HILL PLUNGE. The 21st Street parking lot is proposed for regular use primarily to accommodate parking for the soon to be renovated Perris Hill Plunge. The plunge is expected to reopen in July and its newness . and modern design, is expected to draw hundreds of visitorsl;daily. Without the use of this lot, there really is not adequate or convenient parking in the vicinity of the plunge. Background The parking lot at Perris Hill located on 21st Street on the east side of the Flood control channel was closed by an action of the City Council in 1979. This action was a result of a recommendation by the Parks and Recreation Commission due to reports of problems in the parking lot. These included "vans playing loud music, beer cans and other trash were being thrown in their yards, reckless driving of automobiles and motorcycles, indecent exposure, loud vulgar language and what appeared to be use of drugs and drug overdoses which required paramedical support". * With the closure, users of the park were esentially accommodated by the parking lot adjoining the YMCA. In addition to serving "Y" partons, this lot also provides parking for the Senior Citizens' Center since its construction as well as users of the tot lot and the renovated group picnic area east of the channel. Due to the improvement of facilities at this park an increase in use and parking has occurred. To accommodate this demand, the Council authorized use of the parking lot on a controlled basis. The lot has been kept secured and unavailable for general use. The lot has only been open for special uses and events such as large group picnics or Junior University performances. * San Bernardino Parks and Recreation Commission, Minutes from May 17, 1979. ADDENDUM POLICE DEPARTMENT PERSONNEL REVIEWED THE PROPOSAL FOR USE OF THE PARKING LOT AND RECOMMENDED THAT A ONE-WAY BARRIER BE CONSTRUCTED ON THE 21ST STREET EXIT AND THAT THE ENTRY BE SECURED AT THE CLOSING OF THE POOL EACH EVENING. BASED ON THESE CONDITIONS, THE POLICE DEPARTMENT SUPPORTS THE RECOMMEDED ACTION. 75-0264
